Pardons
A pardon application guide can be picked up through the National Parole Board website or local correctional offices.
You should carefully review the pardon application guide to determine if you are eligible for a pardon.
If you are unsure about the process, please contact the National Pardon Service office at 1-800-874-2652. You can also fax your pardon queries to 1–613-941-4981. The National Pardon Service's Pacific Regional Office is located in Abbotsford and can be reached at 604-870-2468.
If you are eligible for a pardon, the VPD can provide fingerprint service or a local Police Records Check (both are required to apply for a pardon).

Local Police Records Check
If you have lived in Vancouver in the last five years, you must also complete the "Local Police Records Check" form inside the pardon application guide and bring this form to the VPD. In fact, you must complete this form for every city in which you have lived in the last five years, so make photocopies of this page if needed.
In order for us to conduct the Local Police Records Check we will require that you produce a certified criminal record search document from RCMP Civil Fingerprint Screening Services in Ottawa. We will not be able to process the local check without this document. We will also require you to provide identification.
Identification Required
- one piece of primary ID with current photo
- one piece of secondary ID
- (either the primary or secondary ID must show date of birth and current address)
Primary pieces of identification include a driver's license, B.C. Identification Card, Passport, or Status Card. Secondary pieces of identification include B.C. Care Card, Birth Certificate, or Social Insurance Number (SIN) Card.
Individuals Living Outside of the Lower Mainland
If you currently reside outside of the Lower Mainland but have previously lived in Vancouver and need the VPD to conduct a Local Police Records Check for your pardon application, you will need to mail us the following in order for us to process your request:
- $70.00 certified cheque or money order made payable to the "City of Vancouver" (Canadian funds only and drawn from a Canadian bank)
- a clear copy of the certified criminal record search document from RCMP Ottawa
- a clear photocopy of your ID showing current photo and birth date (i.e. Passport, driver's licence, etc.)
- a completed "Local Police Records Check" form (from the Pardon Application Guide)
- a self-addressed and stamped envelope for returning the processed form
- a completed VPD 500 - Request and Consent for Record Check and Disclosure form (Exception: You do not need to present the form in person as usually required because your current address will confirm you do not live locally and your identification, certified prints and certificate from Ottawa is sufficient).
