New City-Owned Child Care Facilities under Development
Under the Vancouver Charter, the City of Vancouver has a number of tools to help pay for community amenities such as child care in new developments.
- Bonussing: Developers may request additional floor space ratios or addition height or some other minor zoning relaxation. At Council's discretion and when there is a public good served b the proposed design, Council may grant the zoning variation in return for amenity-bonussed space. This has resulted in a number of child care facilities being constructed and furnished by developers.
- Development Cost Levies: DCL's are charged to developers to help pay for new parks, replacement housing, child care and engineering infrastructure. A portion of DCL revenue is allocated to build new child care facilities
- Community Amenity Contributions: CAC's are charged by the City to provide community amenties when a development requires re-zoning. CAC's are more flexible than DCL's and can be used to create a variety of services such as libraries, parks, community centres, neighbourhood houses and child care.
- Standard Rezoning Charges: This involves smaller developments where a flat rate is charged in cash or in kind for the additional floor space created.
- Non-standard Rezoning: This involves large scale projects where there is a change of use from industrial to residential such as in False Creek North. The City negotiates the amenities to be built, and details the contributions. The developer provides the space to the City for the life of the building and the City leases it to non-profits society for a nominal rate
