Housing Vancouver provides a strong foundation for the future in Vancouver.

In 2017, Council adopted the wide-reaching and innovative Housing Vancouver Strategy, along with 10-year housing approval targets (2017-2026) and a 3-year action plan (2018-2020)

What's happeningNew Housing Targets and Action Plan

After over 7 years of implementing the Housing Vancouver Strategy, many factors affecting housing have changed. Council directed staff to update the 10-year housing targets to include new elements such as the Vancouver Plan (adopted in 2022), various provincial legislations, and current economic realities.

On June 25, 2024, Council adopted new 10-year housing targets (2024-2033) as well as a new 3-year housing action plan (2024-2026) to implement:

  • The Vancouver Plan
  • The Housing Vancouver Strategy
  • A roadmap to meet the new targets

  • Building more affordable housing
  • Addressing and limiting the over-inflated cost of land that is driving up housing prices
  • Ensuring the right types of homes are built – homes our residents need and can afford
  • Protecting and renewing existing affordable rental housing across Vancouver
  • Providing housing and support for our most vulnerable residents
  • Streamlining City processes for faster housing development

The focus of our 3-year action plan

The new 3-year housing action plan includes over 50 actions, revolving around 7 key topics:

  1. Housing needs
  2. Geographic equity
  3. Addressing homelessness
  4. Community housing
  5. Indigenous housing
  6. Rental housing
  7. Speculation

Our new housing targets

The new 10-year target aims to approve 83,000 net new homes over the next 10 years, focusing on increased housing options for the Missing Middle, including:

of new homes will be large enough for families
of all new housing will be for renters
will be social, supportive, non-profit co-operative homes and below-market rental homes
