Background and OverviewThe Joint Operating Agreement is intended to define the working partnership between the Vancouver Board of Parks and Recreation and each of 20 Community Associations developed to provide recreation and leisure opportunities and to facilitate provision of community services to the residents of each community. The Vancouver Board of Parks and Recreation and the Community Associations are seeking to renew and revitalize our partnership and update the master Joint Operating Agreement. Task Force Completes WorkFollowing three years of research, input, discussions and drafting, the Joint Operating Agreement Task Force has submitted its Final Report with recommendations to its sponsors, the Park Board and 20 Community Associations. The recommendations outlined in this report aim to result in the development of new agreements and associated tools to strengthen the partnership and enhance the capacity of both the Park Board and the Community Associations to better provide for the recreation needs of citizens. The recommendations focus on putting citizens first, make community building and accountability a priority and suggest new ways of working together as citizens, staff, volunteers and government. With the submission of the final report, the work of the Task Force is concluded. Park Board Approves Recommendations Following six months of consultation of the Task Force Final Report,
on June 13, 2005, the Board approved motions put forward recommending
endorsement and implementation of the work of the Task Force. Refer
