March 2009 The Vancouver Park Board held a public open house to present information and provide an opportunity to discuss and comment on the siting of the new Trout Lake Community Centre within John Hendry Park.
November 2007 Rink construction begins.
March 2007 Application for development permit for the rink
March 2007 The Board approved the schematic design for the new ice rink at Trout Lake, which will be used as a skating practice venue for the 2010 Winter Games; approval was also given for the schematic design for a future new Trout Lake Community Centre. A projected budget shortfall for the project is currently being addressed. The development permit for the rink is expected in June of 2007.
October 2006 Park Board held an open house on October 18th, 2006 at Trout Lake Community Centre and presented information and discussed options for the siting of the new Trout Lake Community Centre and Ice Rink within John Hendry Park. A series of panels were displayed at the open house and the public was invited to provide feedback.
July 2006 On July 17th, the Park Board hired Walter Francl Architect Inc. to assist with the design and construction contract administration of the Trout Lake Ice Rink and Schematic Design for a Future New Community Centre. The report prepared by Park Board staff. Minutes of the Park Board meeting.
May 2006 On May 29th, the Park Board considered a report prepared by Park Board staff on the location of the new Trout Lake Community Centre and Ice Rink at John Hendry Park. Six members of the public made presentations to the Park Board. The Park Board approved the following motions:

A) THAT the Board endorse the high priority design factors, the medium priority design factors, and the non-design factors listed in Appendix A as considerations to be incorporated into the upcoming conceptual design work for the new Trout Lake Community Centre and Ice Rink;

B) THAT the Board endorse the south-west portion of John Hendry Park, as shown in Appendix B, as the site for the new Trout Lake Community Centre and Ice Rink and that the architect be instructed to develop options for site A, site B and a combination thereof.

On May 16th, Park Board staff presented an overview of the work to date and the public process associated with the plans for the new Trout Lake Community Centre and Ice Rink at John Hendry Park to the Park Board's Planning Committee. Slideshow presented at the meeting . Minutes of this meeting .

On May 10th, the third public meeting on the Master Plan was held at Trout Lake Community Centre. About 125 people attended. Park Board staff presented new information collected since the last meeting on March 4th:

A) Soil conditions (soils report dated May 9, 2006 prepared by a geotechnical engineer):

  • soil conditions in Location A and Location B are reasonably similar and result in similar building foundation costs;
  • soil conditions in Location A and Location B are better closest to Victoria Drive; and
  • the water table is lower in Location A than in Location B, and allows buildings in Location A to be depressed below grade more than in Location B.

B) Overall construction cost:

  • Park Board staff estimates that the cost of constructing a new Trout Lake Community Centre and Ice Rink is about $20 million (about $10 million for each facility); and
  • Based on current information, Location A is about 5% cheaper than Location B.

C) Service continuity:

  • Park Board staff note that the selection of Location A carries with it a high probability that service continuity cannot be provided for the ice rink; and
  • Park Board staff note that the selection of Location A carries with it a possibility that service continuity cannot be provided for the community centre.

Park Board staff stated that they will recommend that both Location A and Location B remain open for the siting of the new Trout Lake Community Centre and Ice Rink, and that more detailed analysis be completed after the hiring of an architectural consultant in June 2006. A list of locational and design factors will be established and forwarded to the architectural team. The public will be given the opportunity in the late summer to review the work by the architectural team before a decision is made by the Park Board.

Park Board staff worked with participants at the meeting to identify 'high priority', 'medium priority' and 'low priority' factors to consider for Location A and Location B.

March 2006 On March 4th, the second public workshop on the Master Plan was held at Trout Lake Community Centre. About 200 people attended. The key issue for the second workshop was: "what is the best location and second best location for the new community centre and ice rink?" Three locations within John Hendry Park were short-listed at the first workshop on February 18th. Slideshow presented at the second workshop. The 3 examples from Location A, the 3 examples from Location B and the 3 examples from Location E. Features common to all locations and examples. List of advantages and disadvantages for Locations A, B and E. All workshop participants were given a feedback form , which asked them to list their first and second preferences. February 2006 On February 21st, Park Board staff presented an overview of the John Hendry Park Master Plan project to the Park Board's Planning Committee. Slideshow presented at the meeting. Minutes of this meeting.

On February 18th, the first public workshop on the Master Plan was held at Trout Lake Community Centre. Over 100 people attended. The key issue for the first workshop was: "Should the community centre and ice rink be rebuilt where they are currently located? Or are there other locations in John Hendry Park which could be suitable for the new community centre and ice rink?" Eight locations within John Hendry Park were identified as possibilities. All workshop participants were given a worksheet to help them compare the different locations. All participants were asked to select their top 3 choices. January 2006 On January 16th, the Park Board awarded the contract to prepare a master plan for John Hendry Park to Phillips Farevaag Smallenberg, a Vancouver-based landscape architecture company. Staff report and Minutes of the Park Board meeting.
November 2005 At the Civic Election held on November 19th, voters approved the borrowing of funds for the Park Board's 2006-2008 Capital Plan. The Capital Plan includes funds for preparing a master plan for John Hendry Park (row P-10a) and for rebuilding the Trout Lake Ice Rink (row T-01a) .
