Park Board held an open house on October 4th, 2006 at Riley Park Community Centre. The public was invited to view the latest design plans for the Curling Venue/Legacy Facility and Percy Norman Aquatic Centre. A series of panels were on display and the public was invited to provide feedback.

The Board approved the Development Permit Design for the Hillcrest Park complex, which will house the 2010 Winter Games curling events. Post Olympics, the building will be converted to a multi-purpose recreation facility to include the new Riley Park Community Centre, community rink, branch library, curling club and Percy Norman Aquatic Centre. To be built to LEED Gold standards, this particular version of the complex will be presented to the community in an Open House on October 4th.

Park Board held an open house on March 8th, 2006 at Riley Park Community Centre. The public was invited to view the latest schematic design plans and site plan for the Curling Venue/Legacy Facility and Percy Norman Aquatic Centre.

| January 2006 |
There was a public hearing held regarding the rezoning of Hillcrest Park and Nat Bailey Stadium. City Council approved the rezoning from RS-1 to CD-1 to permit development of facilities as determined by the Master Plan process for these parks.
The Council report on CD-1 rezoning for Hillcrest/Nat Bailey Stadium parks was received by the Park Board for information. This CD (Comprehensive Development)-1 rezoning is part of the development of the Olympic Curling Venue and its post 2010 Winter Games conversion to community centre, rink, curling club and library, as well as the adjacent development of the new Percy Norman Aquatic Centre. The rezoning determines land use, height of buildings, site density, number of parking stalls, and preliminary form of development (the starting point for design). The Board passed a motion that the final form of development reduces the extent of building and parking lot intrusion into Hillcrest Park and that all or a portion of the 100 parking stalls east of the Little League diamond be relocated elsewhere on the site in a manner that acknowledges the interests of neighborhood residents and Ontario bikeway users. A public hearing on the rezoning is scheduled at Council for January 31.

On October 20th, a staff report recommending that the application to rezone Hillcrest and Nat Bailey Stadium Parks from RS-1 to CD-1 be referred to a Public Hearing was presented to City Council. Council approved the following motions:
- THAT the Director of Current Planning be instructed to make application to rezone Hillcrest Park, 4501 Clancy Loranger Way (Block 805, District Lot 526, Plan 19344) and Nat Bailey Stadium Park, 4601 Ontario Street (Block 806, District Lot 526, Plan 19380) from RS-1 to CD-1 to permit the implementation of the Riley-Hillcrest-Nat Bailey Stadium Park Master Plan, and that the application be referred to Public Hearing, together with draft CD-1 By-law provisions, generally as presented in Appendix A of the Policy Report CD-1 Rezoning - Hillcrest Park and Nat Bailey Stadium Park dated October 4, 2005; and
FURTHER THAT the Director of Legal Services be instructed to prepare the necessary by-law generally in accordance with Appendix A of the Policy Report for consideration at the Public Hearing.
- THAT, subject to approval of the rezoning at a Public Hearing, the Subdivision By-law, the Sign By-law and the Noise Control By-law be amended as set out in Appendix B of the Policy Report CD-1 Rezoning - Hillcrest Park and Nat Bailey Stadium Park dated October 4, 2005; and
FURTHER THAT the Director of Legal Services be instructed to bring forward the consequential amendments to the Subdivision By-law and the Sign By-law at the time of enactment of the zoning by-law and to the Noise Control By-law thereafter.

On October 3rd, a staff report recommending a revised Master Plan, incorporating a modified parking and access arrangement , was presented to the Park Board. Citizens made presentations to the Board. The Board approved the following motion:
THAT the Board approve the revised Hillcrest, Riley, Nat Bailey Parks Master Plan
incorporating a modified parking and access arrangement as illustrated in Appendix A for the purpose of initiating the rezoning process and direct staff to:
Ensure that a maximum of 100 parking stalls be located adjacent to the Aquatic Centre and reallocation of some spaces throughout the site be pursued; and
- Maximize the amount of permeable materials in parking areas;
- Reorient the temporary parking lot on the current community centre site to parallel Ontario Street;
- Ensure that land allocated for temporary parking is available for active park purposes;
- Relook at the number of exits and entrances on Ontario Street and consider right hand turn only for the parking lot adjacent to the new community centre;
- Ensure that the number of playing field spaces are maintained;
- Ensure that the building design of the aquatic centre should protrude into the park as little as possible provided that it can still accommodate a drop-off circle and civic square and preserve as many trees as possible on Clancy Loranger.
- Review measures to reduce parking requirements once all the facilities are operational.

The Millennium Sports Facility, located at the corner of Midlothian Avenue and Clancy Loranger Way and home of the Phoenix Gymnastics Club and the Pacific Indoor Lawn Bowls, opened.

A stakeholder/community work committee was formed to review traffic and parking issues related to the approved Master Plan for Hillcrest/Nat Bailey Stadium/Riley Parks. The committee was made up of major park/facility users, neighbouring residents, and members from the Riley Park Community Association.

On May 9th, a staff report recommending the Master Plan was presented to the Park Board. Citizens made presentations to the Board. The Board approved the following motions:
- THAT the Riley, Hillcrest, Nat Bailey Stadium Park Master Plan as illustrated in Appendix A
be approved for building massing and siting only;
- THAT the Board confirm the location of the Olympic Curling Venue as shown in Appendix A
and that the City and VANOC be so advised;
- THAT the Board establish a stakeholder/community work committee that will work with staff and representatives from the City Engineering Department to address:
- the detailed location of on-site and off-site parking, specifically including on-street parking on Midlothian Avenue and relocating the parking from Ontario Street and Peveril Street to Midlothian Street;
- the details of the proposed controlled intersection at Ontario Street/30th Avenue;
- the identification of further traffic control and parking measures in the adjacent residential neighbourhood;
- the preparation of a Transportation Management Plan for Nat Bailey Stadium.
- THAT the Board request City Council to make a significant improvement to the Ontario Street Greenway by restricting vehicle traffic on Ontario Street between Peveril Street and East 33rd Avenue through such means as closing off the street to traffic or narrowing the street.

On April 8th, the Park Board endorsed its involvement in the venues for the Vancouver 2010 Olympic Winter Games and Paralympic Winter Games Bid . The site conceptually chosen for the Olympic curling venue facility is the area between the Nat Bailey Stadium outfield fence and the Vancouver Racquets Club.

On March 11th, the Park Board approved the Aquatic Services Renewal Strategy . The plan calls for Percy Norman Pool to be replaced by a city-wide aquatic centre.

On September 11th, the Park Board approved Master Plan for Riley-Hillcrest Parks (you can view the staff report accompanying the Plan and/or the Plan's Executive Summary ). The Master Plan established a location for the Millenium Sports Facility at the corner of Midlothian Avenue and Clancy Loranger Way, and proposed options for expanding the Riley Park Community Centre.

On July 12th, the Park Board approved in principle the proposal by Little Mountain Baseball to reconstruct the concession/clubhouse structure in Hillcrest Park .

On June 14th, the Park Board approved in principle a proposal by the Phoenix Gymnastics Club and the Pacific Indoor Lawn Bowling Club to build an athletic facility in the Nat Bailey Stadium Park area, and authorized the preparation of a Master Plan to guide future development for Hillcrest Park, Nat Bailey Stadium Park and Riley Park . (Note: the athletic facility will later be named the "Millennium Sports Facility".)
