City Council met this week to hear and discuss a variety of topics during Council, and Standing Committee on City Finance and Services.
Tuesday, October 17
This week’s Council began with the approval of the following reports and referral reports on consent:

An urgent business item titled, Accelerating Housing Delivery through Transformative Change, was also approved with an amendment.
Council then approved By-laws 1-11 PDF file (24 MB), and administrative motion, Consequential Amendments to Adding Missing Middle Housing and Simplifying Regulations - Update to Various Land Use Documents to Simplify and Update Policies and Guidelines PDF file (12.9 MB).
On Tuesday evening, a Public Hearing was held where Council approved:

- Rezoning: 2821-2869 East 49th Avenue PDF file (114 KB)
- Rezoning: 2753-2769 East 49th Avenue PDF file (128 KB)
- Rezoning: 5504-5536 Victoria Drive PDF file (129 KB)

After hearing a staff presentation and public speakers, Council decided to defer debate and decision on Rezoning: 6081-6083 Collingwood Place PDF file (111 KB) to the public hearing on Thursday, October 19.
Wednesday, October 18
The Standing Committee on City Finance and Services began with the approval of the following reports on consent:
- Provincial Funding Request – Access to Washrooms and Water in Vancouver PDF file (333 KB)
- Provincial ‘Growing Communities Fund’: Allocation to Temporary Plazas, Turf Field at Moberly Park and Spray Park at Ross Park PDF file (78.2 KB)
- Contract Award for Marpole Community Centre Construction Project PDF file (48 KB)
Following that, the Standing Committee heard speakers on Building Safer Communities Program – Youth Safety and Violence Prevention Strategy PDF file (5 MB), and decided to postpone debate and decision to the Council meeting on Tuesday, November 14.
The Standing Committee approved the following reports and member’s motion:

- Pilot Development Potential Relief Program – Stakeholder Feedback & Considerations for 2024 PDF file (531 KB)
- Requests for Leaves of Absence PDF file (12.4 KB)
Council member’s motion, Preserving Vancouver’s Leadership in the Creative, Climate, and Cleantech Sectors and Strengthening Local Economic Development PDF file (35 KB) was referred to staff.
A Council meeting was convened immediately following the Standing Committee meeting in which Council approved the recommendations and actions of the preceding Standing Committee on City Finance and Services. Council also approved By-law 1 PDF file (84 KB).
Thursday, October 19
A Public Hearing was held where Council approved:
- Zoning and Development By-law Amendments to Allow Wine-on-Shelf Sales in Vancouver Grocery Stores PDF file (89 KB)
- Zoning and Development By-law Amendments to Amp up the Arts Event License Policy to Support Arts & Culture in Vancouver PDF file (100 KB)
This was followed by another Public Hearing in the evening, where Council approved deferred item, Rezoning: 6081-6083 Collingwood Place PDF file (111 KB), with amendments.
