July 17 2026 –

City Council met this week to hear and discuss a variety of topics during Council and Standing Committee on City Finance and Services meetings.

Tuesday, July 14

This week’s meeting began with the approval of the following communication, reports and referral reports on consent:

After that, Council approved the following reports:

The following items are referred to the Council meeting on Thursday, July 16:

122 East Hastings Street – Liquor Licence Amendment – Permanent Hour Change (1.1 MB) was withdrawn.

Council then approved By-laws 1-36 (139 KB).

By-law 37 (139 MB) and administrative motion, 2026 Financing Growth Update: Bill 16 Compliance Update to Density Bonus Provisions & Inclusionary Zoning (22 KB) are referred to the Council meeting on Thursday, July 16.

On Tuesday evening, a public hearing was held where Council heard staff presentation and started hearing public speakers on Villages Planning Program – Villages Plan, City-initiated Rezoning and Vancouver Official Development Plan Amendments (110 KB)

Due to time constraints, Council will reconvene on Monday, July 20 to hear the remaining speakers.

Wednesday, July 15

The Standing Committee on City Finance and Services began with the approval of the following reports on Consent:

After that, the Standing Committee approved the following reports and Council members’ motions: 

Council members’ motions, Protecting and Planning for Vancouver’s Waterfront Precinct (109 KB) and Enabling Community-Led Installation of Temporary Shade for Heat Protection (113 KB) were referred to staff.

Council members’ motion, Addressing the Risks of Digital Infrastructure (115 KB), was not approved.

Council members’ motion, Prepping for the Relocation of St. Paul’s: Creating a PrEP Distribution Centre Out of Qmunity (112 KB), was withdrawn.

Council members’ motion, Renewed Renters’ Office for Vancouver Residents (136 KB), was referred to the Council meeting on July 28.

A Council meeting was convened immediately following the Standing Committee meeting during which Council approved the recommendations and actions of the preceding Standing Committee on City Finance and Services.

Thursday, July 16

On Thursday afternoon, Council reconvened where Council approved the 2027-2030 Capital Plan (59.4 MB) as amended and By-law 37 (139 KB)

Due to time constraints, Council will reconvene on Tuesday, July 21 where Council will consider the follow items:

For the CD-1 Rezoning: 75 East 8th Avenue (117 KB) item, Council heard the staff presentation, asked questions to staff and the applicant, and heard from speaker number 1. Due to time constraints, Council will reconvene on Thursday, July 23, 2026, at 9:30 am to hear the remaining speakers.
