City Council met this week to hear and discuss a variety of topics during the Standing Committee on City Finance and Services meeting.
Tuesday, March 10
This week’s meeting began with the presentation of the proclamation for Eid al-Fitr, and the approval of the following reports on consent:
- Approval of 2026-27 Business Improvement Area (BIA) Budgets PDF file (2.5 MB)
- 2026 Graffiti Abatement Grants for Business Improvement Areas (BIAs) PDF file (76 KB)
- Proposed Vancouver Charter Amendment - Business Improvement Area (BIA) Renewal PDF file (853 KB)

After that, Council approved the following items:
- 2026 Community Services and Other Social Grants and One Cultural Grant PDF file (500 KB)
- 2026 Property Tax: Development Potential Relief and Land Assessment Averaging PDF file (1 MB)
- Outstanding Council Motions Update PDF file (312 KB)
CD-1 Rezoning: (i) 1030-1070 East Hastings Street, (ii) 1115-1129 East Hastings Street & 360 Glen Drive and (iii) 1168-1182 East Hastings Street PDF file (30 KB) was referred to staff.
Council also approved By-laws 1-21 PDF file (3.5 MB), and new business items:
- Requests for Leaves of Absence
- Change to Business Licence Hearing Panel
- Urgent Action to Save Car Free Days 2026 – with amendments
On Tuesday evening, a public hearing was held where Council started hearing speakers on City of Vancouver Official Development Plan PDF file (125 KB).
Wednesday, March 11
The Standing Committee on City Finance and Services began with the presentation of the proclamations for Nowruz and International Day for the Elimination of Racial Discrimination.
After that, the Standing Committee approved the following reports and Council members’ motions:
- Housing and Homelessness Services 2026 Grants: Renter Services Grants PDF file (198 KB)
- Chinatown Strategic Priority Grants PDF file (211 KB)
- A One-Time Extraordinary Grant for Granville Street Activation During FIFA World Cup 2026 PDF file (23 KB) – with amendments
- Cheap, Easy and Everywhere: Unlocking the full potential of shared mobility to reduce traffic congestion across Metro Vancouver PDF file (121 KB) – with amendments
Council member’s motion, Advancing the Right to Food and Public Food Infrastructure PDF file (30 KB) was not approved.
A Council meeting was convened immediately following the Standing Committee meeting during which Council approved the recommendations and actions of the preceding Standing Committee on City Finance and Services, and a by-law PDF file (344 KB).
On Wednesday evening, a public hearing was held where Council approved City of Vancouver Official Development Plan PDF file (125 KB) with an amendment.
Thursday, March 12
A public hearing was held where Council finished hearing public speakers on CD-1 Rezoning: 2028-2038 Barclay Street PDF file (122 KB) and referred the item to staff.
