From now until December 12, those who live, work and play in Vancouver can review draft directions for how Villages could grow, and maps tailored to each Village showing where apartment buildings and businesses could go. Learn more and share your thoughts on how Villages are taking shape before December 12, 2025 by:

About Villages
Villages are one of six neighbourhood types identified in the Vancouver Plan and the draft Vancouver Official Development Plan (ODP). They are a critical part of bringing the vision of complete, connected neighbourhoods to life.
Centered around existing small retail clusters, the goal is to transform these areas into vibrant hubs with a range of housing options, essential shops and services, and welcoming public spaces within a short walk, bike or roll from work or home.
Feedback received through initial public engagement in November 2024, combined with technical work and analysis, helped shape the draft directions, which include:
- Adding more housing options: Introducing a range of housing types, up to six storeys, to provide more choices for people of different ages, incomes and family sizes.
- Supporting vibrant retail hubs: Adding more space for local businesses and services so residents can meet more of their daily needs close to home.
- Improving public spaces: Creating opportunities for safer, greener, more walkable streets and welcoming public spaces that foster vibrant community life.
A draft Villages Plan is anticipated to be considered by City Council in 2026. Once approved, the final Villages Plan will be implemented over time through a combination of private development and City-initiated rezonings to streamline the delivery of new housing and the expansion of retail areas.
Additional Background
The Vancouver Plan (2022) set a long-term vision for how Vancouver will grow and identified 25 areas across the city as potential future Villages.
To put the Vancouver Plan into action, the City is developing the Vancouver Official Development Plan (ODP). The ODP translates the Vancouver Plan’s vision into city-wide land use policy, mapping where housing, jobs, parks, schools, and other community amenities could go as Vancouver grows.
The Villages Planning Program is one of the first steps in implementing both the Vancouver Plan and the draft ODP. It focuses on 17 of the 25 identified Village areas, with work on the remaining eight either completed or folded into future planning programs.

- Macdonald Street and West 16th Avenue
- Macdonald Street and West King Edward Avenue
- Mackenzie Street and West 33rd Avenue
- Mackenzie Street and West 41st Avenue
- Angus Street and West 57th Avenue
- Granville Street and West 41st Avenue
- Oak Street and West 49th Avenue
- Oak Street and West 67th Avenue
- Heather Street and West 33rd Avenue
- Fraser Street and East 33rd Avenue
- Knight Street and East 33rd Avenue
- Commercial Street and East 20th Avenue
- Victoria Drive and East 61st Avenue
- Nanaimo Street and East 1st Avenue
- Nanaimo Street and East Broadway
- Wales Street and East 41st Avenue
- Kerr Street and East 54th Avenue
Villages advance all three of the Vancouver Plan and draft ODP’s Three Big Ideas:
- Equitable housing and complete neighbourhoods – by adding more housing and services close to home.
- An economy that works for all – by creating space for local businesses to thrive.
- Climate protection and restored ecosystems – by supporting active transportation, access to nature, and connections to transit.
