Official Development Plan Bylaws

Explanation of amendments since July 31, 2013

  • The Downtown Official Development Plan (2.60 MB) has been amended to include the possibility of providing heritage conservation amenity shares in exchange for additional FSR to set a maximum, as enacted by Council on October 3, 2017.
  • The East Fraser Lands Official Development Plan (6.65 MB) has been amended with regard to a change in development phasing, as enacted by Council on October 3, 2017.
  • The Heritage Conservation Area Official Development Plan (21 MB) (formerly the First Shaughnessy Official Development Plan Bylaw 5546) was enacted by Council on September 29, 2015. Within this broader Heritage Conservation Area ODP, First Shaughnessy is included under Section 3 as the city’s first Heritage Conservation Area, which includes a list of all scheduled (protected) heritage properties. In addition, a revised District Schedule to the Zoning and Development Bylaw has been approved for zoning provisions (formerly in the now-repealed FSODP Bylaw), as enacted by Council on September 29, 2015.
  • Downtown-Eastside/Oppenheimer ODP has been amended with regard to exclusion of exhaust shafts and wall thickness from the computation of floor space ratio, as enacted by Council on April 28, 2015.
  • Southeast Granville Slopes ODP has been amended with regard to exclusion of exhaust shafts and wall thickness from the computation of floor space ratio, as enacted by Council on April 28, 2015.
  • Downtown ODP has been amended with regard to Micro Dwelling Units, Social Housing, and Secured Market Rental Housing, as enacted by Council on March 26, 2015. Further amendments enacted by Council on April 28, 2015 include regulations for horizontal angle of daylight and exclusion of exhaust shafts and wall thickness from the computation of floor space ratio.
  • Regional Context Statement (RCS) (4.5 MB) was repealed and replaced in its entirety on September 24, 2013, as enacted by Council.
  • Appendix A (15 KB) has been updated to reflect amendmentsto the various ODP By-laws, up to July 31, 2013.
