What is a by-election

A by-election is held to fill vacancies on City Council, Park Board, or School Board that occur between general elections.

By-elections are a rare and important part of the democratic process. In the City of Vancouver's 138-year history, only 17 by-elections have been held, with the most recent in 2017.

How to vote

Check your eligibility
To vote in the by-election, you must meet these criteria:
- Be at least 18 years old on election day, April 5, 2025
- Be a Canadian citizen
- Have lived in BC for at least six months immediately before registration day
- Live in Vancouver, no minimum days required
- Not be disqualified by law from voting
Property owners who don’t live in Vancouver may still be eligible to vote as Non-Resident Property Electors.

Permanent residents cannot vote in Vancouver elections.

Residents of UBC and the University Endowment Lands are not eligible to vote in this by-election.
Register to vote

You are already on Vancouver’s voters list if you voted in the October 2024 BC provincial election. No need to register again.

If you’re not registered to vote, you have until February 11 to register in advance. Visit Elections BC to learn more.

You can also register when you vote - either in-person or by mail.
Vote by mail
1. Apply for a mail ballot from March 3 to March 24:
  - Online
  - Phone 3-1-1 if you are a registered voter
  - In person at the Vancouver Election Office (305 West 8th Ave) or City Hall
2. Pick up or receive your ballot by mail
  - Mail ballot packages are mailed out and available for pickup starting March 18
  - After March 24 at noon, collect your package in person until April 4 at noon
3. Return your ballot by 8pm on election day, April 5
  - Free return postage is included, or drop the ballot off at a designated location.

Accessibility at voting places
- Curbside voting: Available at all locations, except Carnegie Community Centre.
- Language support: Election workers with language skills will wear tags, and ballot instructions are available in multiple languages, including Chinese, Punjabi, Tagalog, Farsi, and more.
- Phone assistance: Access language interpretation in 180+ languages.
- ASL interpreters: Available on demand at all locations.
- Wheelchair accessibility: All voting sites are wheelchair accessible.
