West End Parking Strategy

Temporary delay for West End parking permit decals

If you are in the Davie-Beach, Denman West, or West End Plateau residential permit parking zones, you may experience a delay in receiving your West End parking permit decal. We are currently experiencing a temporary shortage of decals.

Your licence plate will remain active in the grace period system while you wait for your decal. You can continue to park in your permit zone without displaying a decal on your windshield.

The grace period has been extended to July 31, 2026, to allow time for decals to be mailed. If your decal has not arrived by July 31, 2026, call 3-1-1 to report it as missing.

Our goal is to make it easier to find parking in the West End permit zone without encouraging more driving overall.

We are working to make parking in the West End easier

It's hard to find parking in the West End resident parking permit zone whether you live there or visit someone who does. To find parking during busy periods, it takes:

  • Residents about 5 minutes and over 1 km of extra driving
  • Visitors about 10 minutes and almost 3 km of extra driving

The strategy responds to community-identified concerns and supports actions in the Transportation 2040 Plan and West End Community Plan.

West End rates

West End permits are available at market rate. Long term residents or limited income households may be eligible to apply at the non-market rate.

    Division of the West End into 3 separate permit zones:

    • West End Plateau
    • Denman West
    • Davie-Beach
