Registered owner or lessee of the vehicle

Buy a permit online or by calling 3-1-1.
You must:
- Be a resident of the permit zone
- Be a registered owner or lessee of the vehicle
- Be the declared the principal operator of the vehicle and have valid ICBC insurance that shows your current address on both pages 1 and 2 of your insurance documents
- Have a valid email address and credit card
You will need to bring at time of purchase:
Important note If purchasing your permit online, enter your name exactly as it appears on your ICBC insurance papers (last name given names). If the information entered is different from the information on the ICBC insurance papers, your application will be delayed or denied.
When can you park after purchasing online or by phone? You may park after 3 hours of applying within the residential parking permit zone you have applied for. If you park in the zone before the 3 hour time period and get a parking ticket, the ticket will stand as issued.
Application denied? You will receive an email advising as such, your credit card will be refunded, and you will have until noon the next day to move your vehicle out of the parking permit zone.

Driver of someone else’s vehicle

Bring these required documents at the time of purchase, and each time your permit is renewed:
- A valid ICBC insurance and registration that lists:
- You as the principal operator
- Your residential address (on the second page of insurance and registration) within the permit area
- 2 pieces of ID that show your address is in the permit zone, with one item dated within the last 3 months. Accepted documents include:
- Driver's licence
- Canada Post change of address form
- Non-personal mail [for example: a phone, cable, hydro bill, or credit card statement (letters from a friend or family member are not acceptable)]
- Printed electronic bill or statement
- Rental agreement
- A credit card, cheque, cash, or debit card
- Credit card cheques are not accepted.

Driver of a company car
(no principal operator identified)

Bring these required documents at the time of purchase, and each time your permit is renewed:
- A valid ICBC insurance and registration registered to a BC company name with no principal operator listed
- A letter or contract on company letterhead, stating that the vehicle is used by you, and is needed at your home on a regular basis
- The letter must include your licence plate and home address. A new letter is required every year to renew your permit.
- Business identification (such as a pay stub, T4, or business card) as proof of employment
- 2 pieces of ID that show your address is in the permit zone, with one item dated within the last 3 months. Accepted documents include:
- Driver's licence
- Canada Post change of address form
- Non-personal mail [for example: a phone, cable, hydro bill, or credit card statement (letters from a friend or family member are not acceptable)]
- Printed electronic bill or statement
- Rental agreement
- A credit card, cheque, cash, or debit card
- Credit card cheques are not accepted.

Dual resident
(Someone who spends over 50% of their time at a primary address outside of the Lower Mainland)

Bring these required documents at the time of purchase, and each time your permit is renewed:
- A signed declaration confirming that:
- The address outside the Lower Mainland is your primary residence
- You spend more than 50% of your time each year there
- A valid vehicle insurance and registration of the owner or lessee of the vehicle registered in the primary address
- 2 pieces of ID that show your primary address is outside the Lower Mainland, with one item dated within the last 3 months. Accepted documents include:
- Driver's licence
- Canada Post change of address form
- Non-personal mail [for example: a phone, cable, hydro bill, or credit card statement (letters from a friend or family member are not acceptable)]
- Printed electronic bill or statement
- Rental agreement
- 2 pieces of ID that show your secondary address is in the permit zone, with one item dated within the last 3 months (See the examples above.)
- A credit card, cheque, cash, or debit card
- Credit card cheques are not accepted.

Homecare provider
(A nurse, family member, or friend that provides medical care)

Bring these required documents at the time of purchase, and each time your permit is renewed:
- Your homecare provider's BC vehicle insurance and registration
- 2 pieces of ID that show your address is in the permit zone, with one item dated within the last 3 months. Accepted documents include:
- Driver's licence
- Canada Post change of address form
- Phone, cable, or hydro bill, or a credit card statement (in electronic or paper format)
- Rental agreement
- A doctor's letter that states you require regular homecare services. For your first application, we require the doctor’s letter to be dated within the last 3 months. An updated doctor’s letter is required every five years
- A credit card, cheque, cash, or debit card
- Credit card cheques are not accepted.
Homecare permits in the West End are at the non-market rate.
The permit is assigned to the resident's name.
One permit can be issued to you at a time. If you have more than one homecare provider, we can make the permit transferrable between all of your homecare providers' vehicles.
The permit is valid for up to one year as per the permit zone. For example, if the permit is used in the Mount Pleasant zone, it expires on August 31 as per that permit zone. We require current ICBC insurance and registration papers and a recently dated residential ID each year.

Student from outside of BC
|
To be eligible for a residential permit, your vehicle insurance must be changed to ICBC insurance at the permit area address, or you must apply for exemption status through ICBC. Exemption status allows you to forego changing your vehicle insurance to BC insurance. For information, phone ICBC at 604-443-4624 or 1-800-665-4336.

- A valid out-of-province vehicle insurance and registration
- Student exemption form filled out and stamped by ICBC
- 2 pieces of residential ID that show your address is in the permit zone, with one item dated within the last 3 months. Accepted documents include:
- Driver's licence
- Canada Post change of address form
- Non-personal mail [for example: a phone, cable, hydro bill, or credit card statement (letters from a friend or family member are not acceptable)]
- Printed electronic bill or statement
- Rental agreement
- A credit card, cheque, cash, or debit card
- Credit card cheques are not accepted.
In the West End, the daily prorated market rate of the permit zone will apply.
This permit is non-transferable.

Bring in a piece of residential ID that is dated within the last 3 months, such as a rental contract or utility bill, along with your out-of-province vehicle insurance and registration to obtain the permit.
