2027-2030 Capital Plan
A Capital Plan is a 4-year investment plan that helps maintain, renew, and upgrade the infrastructure and amenities people rely on every day.
The 2027-2030 Capital Plan proposes $3.5 billion in capital investments (plus $0.1 billion in in-kind amenities provided through development projects). A portion of the funding—$790 million out of $3.5 billion—is proposed to come from borrowing that requires voter approval. Review the Capital Plan borrowing questions
At a special Council meeting on August 14, Council directed staff to add a non-binding plebiscite question to the ballot for the 2026 Vancouver Election. Review the plebiscite questions
Capital Plan borrowing questions
The ballot will have 3 "yes" or "no" questions on whether the City can borrow $790 million to help pay for projects in the Capital Plan. If a majority of voters vote yes, then City Council can borrow the funds for these projects.
Plebiscite questions
Voters will be asked to answer 2 “yes” or “no” plebiscite questions on a second ballot.
Vancouver has experienced unprecedented levels of street disorder, open-air hard drug use, and disruption to community safety and individual health.
- Are you in favour of the City of Vancouver strengthening its laws to forbid open-air hard drug (Heroin, Meth, Fentanyl, and Crack) use in public spaces?
- Should the City of Vancouver formally ask the Province of BC to convert portions of the old St. Paul’s Hospital, or another similar site, into a secure medical facility that provides acute voluntary and 100-plus involuntary care beds for individuals posing a serious risk to themselves or others due to severe substance use and mental health disorders?
Important note Non-binding means that the results show Council what people think. They do not change any law. Council does not have to act on them.
