Vancouver's Chinatown has always been an active community with many organizations and groups providing programs and services for the Chinese-Canadian community. These groups and individuals are passionate about Chinatown, and their involvement is critical in the revitalization efforts.
With funding support from the National Crime Prevention Centre, a 4-year program began in 2000 as part of the Downtown Eastside Revitalization. The NCPC project was a community development and mobilization process that focused on "crime prevention through social development" in Vancouver's Downtown Eastside. The NCPC project laid the foundation for a collaborative revitalization process and community development remains a central objective in the Chinatown Revitalization Program.
The NCPC project's overall goals were to:
- Strengthen the participation of residents, agencies and businesses in community decision-making;
- Build community leadership;
- Promote community cohesion;
- Improve socio-economic conditions;
- Influence the implementation of public policy that addressed risk factors associated with crime and victimization; and
- Promote, within the broader Vancouver community, recognition of the strengths and capacities of the Downtown Eastside low-income community.

The Vancouver Chinatown Revitalization Committee (VCRC) was officially formed in 2001, bringing together more than 20 of the area's social, cultural, resident and business groups to work with the City to develop short-term revitalization initiatives and a long-term vision for Chinatown, along with strategies to implement that vision.
The VCRC is also a key venue where everyone can come together to participate in problem-solving, policy discussions, developing partnerships with various community groups, governments and private funders, building local leadership and many more initiatives that contribute towards the revitalization of Chinatown. The VCRC is committed to creating open dialogues with everyone interested in making Chinatown a more vibrant and complete community.
"The purpose of the VCRC is to develop, build, and maintain a vibrant community through participation from all; we create dialogue, identify issues, develop and implement solutions to revitalize Vancouver's Chinatown." (VCRC 2005)
The Chinatown Revitalization Committee includes representatives from:

- Vancouver Chinatown Merchants Association
