  Filming outside parks

  When you need a permit

  A film permit is required for student filming activity outside of parks, unless all activity and equipment use takes place exclusively on a single private property and in compliance with all other City by-laws, such as the Noise By-law and Street and Traffic By-Law.

  Student film projects must meet the following criteria:

  • The school must have a legal agreement and current insurance in place with the City of Vancouver.
  • The project must be assigned by the instructor and be part of the curriculum.
  • All personnel working on the project are doing so without financial compensation.
  • The project is for academic use only, not to be used for commercial gain.

  Permit fees

  There is a daily permit fee along with any additional costs for City services such as posting "temporary no stopping" signs, reserving parking meters, or hiring police for traffic control or weapons escort.  View fees for City services

  How to apply

  Get a student film permit online using your film school's account and master film permit.    Confirm your school's policy for submitting film applications and paying applicable fees with your instructor or school administrator.

  Before applying:

  • The school must have a legal agreement and current insurance in place with the City of Vancouver
  • A master film agreement is required
  • There are fees charged for student filming when this takes place in a City park
    • Application fee: $51
  • Only handheld equipment will be approved

  When you need a permit

  You need a permit for all still photography shoots that are on City of Vancouver property, besides parks. Contact us if you have questions about this.

  Permit fees

  There is one time application fee for a Master Film Application, plus additional daily permit fees depending on the size and complexity of your photo shoot: 

  • Ultra-low complexity photo shoots may qualify for a reduction to the daily film permit fee
  • More complex shoots will be subject to the standard daily film permit rates

  Still photography in parks

  When you need a permit

  You need a permit if your photo shoot will:

  • Block public access
  • Require a major setup
  • Be commercial in nature

  Otherwise, you don't need a permit.

  How to apply

  Apply at least two weeks before the day you want to do your photo shoot.

  1. Complete the filming or photography application PDF file (205 KB).
  2. Read our insurance requirements, terms and conditions, and Park Board by-law requirements on page two of the application form.
  3. Email a copy of your insurance and site map to parkevents@vancouver.ca.
  4. Pay your permit fee online.
