Establishing a Bed and Breakfast in Vancouver
This information is intended to assist homeowners interested in operating a Bed and Breakfast, and provides details pertaining to the regulations, permit and license requirements and the fees associated with this process.
What is the definition of a Bed and Breakfast?
A Bed and Breakfast is temporary accommodation that is provided by a homeowner from within a dwelling unit. Under the Bed and Breakfast regulations, the homeowner must reside in the dwelling unit.
Bed and Breakfast establishments can accommodate a maximum of four bed and breakfast guests in a maximum of two bedrooms, but this type of accommodation is not permitted coincidentally with the keeping of boarders or lodgers.
Can I operate a Bed and Breakfast anywhere in the City?
Most zones where residential use is permitted will allow for Bed and Breakfast accommodation. If you would like to confirm your zoning, please contact the Enquiry Centre at 604.873.7613.
Do I need to provide parking for a Bed and Breakfast?
A minimum of one (1) additional parking space is to be provided for the bed and breakfast accommodation.
How do I apply?
Applicants must visit the Enquiry Centre on the second floor, east wing of City Hall and pay a one time Development and Building permit fee of $860.00 (2010 Rates).
A City Inspector will contact you to arrange a site visit to determine whether there are any safety requirements that apply to dwellings that will need to be addressed.

Once the Inspection is complete, the homeowner will be advised of any outstanding requirements. Once these requirements are addressed, a Permit is issued.
Do I need a Business License?
There is a one-time $50.00 administration fee that is required for a new Bed and Breakfast. An annual Business License is also required and must be paid each calendar year. The Business License fee for 2010 is $41.00.
