Building Permit Application and Inspection Program for City-controlled Sites
Building Permit Process
City controlled sites utilize the services of a Building By-law Coordinator, provided by the City. Each special event sponsor must engage the services of a By-law Consultant (Certified Professional); the role of this CP is to provide assurance to the City through the solitary Building By-law Coordinator that, for each site, the design and construction of the temporary structures and buildings meet the requirements of the Building By-law and the 2010 Winter Games By-law.
The Certified Professional (CP) will work with the City’s Olympic and Paralympic Office and the City’s Building By-law Coordinator to prepare the building permit application documents. (54kb) for the fast-track building permit application process. The CP will submit all documentation, included a completed Building Permit Requirements form

(56kb), to the Building By-law Coordinator.
The Building By-law Coordinator will collect all the required documentation and drawings for building permit application, review the impact of the specific application with adjacent sponsor structures and buildings, and make a recommendation to the Chief Building Official as to whether or not the building permit is acceptable for issuance. The Building By-law Coordinator is the only contact with the City to process the building permit.
Field Review
The CP is required to provide overall responsibility for by-law coordination of design and field reviews required for the special event facility. The 2010 Winter Games By-law requires the CP to keep track of all field review activities by completing Schedule F: 2010 Winter Games Special Event Facility Design and Field Review Checklist
(2.04mbkb) during the construction of the facility. Completed Schedules must be submitted to the Chief Building Official when the CP applies for Occupancy.
Occupancy Permit
In order to fast-track the field review and occupancy process, the CP will follow the 2010 Winter Games Special Event Facilities (WGSEF) Occupancy Application Flow Chart
(58kb) and obtain the required clearances prior to application for occupancy. In the place of a City-issued Occupancy Permit, the CP is required to complete Schedule G: 2010 Winter Games Special Event Facility Final Inspection and Occupancy Checklist
(877kb) and an Occupancy Permit Application form
(61kb) to be submitted to the Building By-law Coordinator, prior to the Coordinator requesting occupancy from the City. The Building By-law Coordinator is responsible to collect all the required documentations, Schedule and drawings and give recommendation to the Chief Building Office as to whether or not the special event facility is acceptable for occupancy.
