East Fraserlands
Since 2003, the City of Vancouver has been engaged in a planning process to develop a new sustainable, complete community at East Fraserlands – 126 acres of industrial land south of Marine Way and east of Kerr Street to Boundary Road. While the site was previously home to the Canadian White Pine, Parklane Homes now owns majority of the land. The East Fraserlands Official Development Plan, approved by Council in December 2006, calls for a predominantly residential community with a variety of housing types with a commercial centre in the form of a “High Street”. The new complete community would also include parks, a community centre, schools, childcare facilities, a riverfront walk, and other public amenities, built in phases over a period of about 25 years. Area 2 and Kerr Street Properties Rezoning (approved January 19, 2010)On January 19, 2010, City Council approved the for Rezoning for East Fraserlands Area 2 and Kerr Street Properties. The boundaries of the Rezoning area are as illustrated on the map below. Parklane Homes submitted a rezoning application for East Fraserlands Area 2 and Kerr Street Properties in May 2009. The application was comprehensively reviewed by City staff, the East Fraserlands Committee, and the community through a planning process. The rezoning area, shown below, comprises of approximately 35.0 acres (14.2 ha) land in the western portion of the site. Area 2 and Kerr Street Properties will become part of the future mixed use residential neighbourhood at East Fraserlands. The rezoning includes 162,912 m² (1,753,578 sq. ft.) of residential, 929 m² (10,000 sq. ft.) of retail, two child care facilities, an elementary school, parks, and underground parking. Area 2 Rezoning – Public Open Houses (June 2009)Public open houses were held on June 22nd and 23rd, 2009, for the public to view and provide input on the Area 2 rezoning application. Open Houses took place on May 27th and May 30th, 2007, for the community to view and comment on the developer’s rezoning application for Area 1 of East Fraserlands. Comments received from the Open Houses inform City staff’s application review process with the developer.

Following the adoption of the Official Development Plan (ODP) by City Council in November 2006, East Fraserlands is now subject to a series of Rezoning applications, each covering one of the several proposed geographical areas or “areas” for development over a number of Area 1s identified in the ODP. Rezonings are required to change the zoning of the land which currently only allows industrial uses to a CD-1 zoning (Comprehensive Development District) which enables the mix of uses envisioned for the site. Each CD-1 would be unique to the sub-area. Each rezoning covers detailed requirements related to land use and density, housing types and mix, the delivery of community amenities, movement and parking, and sustainability. Rezonings may include guidelines for the design and form of development.
It is anticipated that the developer will submit a rezoning application for the first area in early 2007, after which there will be planned opportunities for the community to view and comment on the developer’s application.
After several months of planning work and discussion between City staff, the developer, the East Fraserlands Committee, and the community, the East Fraserlands Official Development Plan (ODP) was completed and subsequently approved by Council in November 2006. The ODP translates the principles and objectives established in the East Fraserlands Policy Statement into more detailed planning policies and requirements for the developing the site. The ODP includes a physical plan and specifies land uses and amounts, housing types, movement in and around the site, sustainability features, the delivery of community amenities such as parks and community facilities, and phasing. The ODP is a development framework for more detailed planning over the next 25 years. The next stage of planning is rezoning the proposed sub-areas (please see above).

The City of Vancouver hosted Open Houses on Saturday, May 6th and Tuesday, May 9th, 2006 for the community to view and comment on the developer’s application for an Official Development Plan for the East Fraserlands. This plan was evolved from several months of discussion and refining the concept plans generated from the Charrette in April 2005.

Two open houses were held on June 23rd and June 25th for the community to review and further comment on the concept plans generated from the Charrette held in April. The open houses generated a lot of discussion and valuable insight which will guide the more detailed plan development in the coming months for the East Fraserlands.
The Victoria-Fraserview/Killarney (VFK) and West Fraserlands Review and Inventory of Community Facilities report examines and identifies the range of existing public facilities in VFK; identifies the existing levels of service these facilities provide to the two communities; and, where possible, identifies any existing gaps or deficiencies in facilties in relation to City-wide service levels. Hundreds of people took part in the East Fraserlands Design Charrette from April 14th - 20th, 2005. The charrette was an intensive series of public workshops organized by the City of Vancouver and ParkLane Homes / Wesgroup. The goal of the charrette was to involve all interested parties in the preparation of a plan which builds on the vision established within the East Fraserlands Policy Statement. Concept plans resulting from the charrette were reviewed in detail by City staff, Parklane Homes/ Wesgroup representatives, and the East Fraserlands Committee. The wider community also had opportunity to further review and discuss the plans at open houses in June 2005.

A public review of the draft Policy Statement for the East Fraserlands was held in October, 2004 involving two open houses and a Community Workshop.
