Consultation ProcessAfter Council endorsed the redesign project for Granville Street in 2002, a stakeholder group consisting of representatives from DVBIA, other business organizations, residential stakeholders, users of different transportation modes, and property owners and merchants along Granville Street, was formed to work with the redesign team. A design charrette over several days was held with the project team and multi-stakeholder group in early November 2003. It was acknowledged early on in the process that the previous process and consulting studies leading up to staff’s recommendation to Council in April 2002 concluded that the mixing of bus and general purpose traffic diminished transit efficiency on Granville Street and that options previously studied did not have to be redone. Many stakeholders indicated a willingness to consider a flex boulevard concept. While previous studies had concluded that it was unlikely that three or four lanes of traffic to Granville Street would impede transit efficiency, the redesign team put forward the notion that it might be possible to provide part-time or limited auto access to the street on an expanded sidewalk, while maintaining bus efficiency. A flex boulevard allows limited auto access, ensures that vehicles proceed slowly with consideration to the pedestrian, and allow bus priority to be maintained. During times of high pedestrian activity, vehicle access is prohibited, allowing for a wider dedicated sidewalk. Initially, three design concepts were developed and presented to stakeholders and the public in the summer and early autumn of 2004. One of these concepts was discarded and two more were developed in 2005 for a total of four. The four design concepts were taken to Council in April 2007 where the Modified Enhanced Existing Option was approved. On January 23, 2008 an open house was held to get feedback on the final design concept for Granville Street.
