Central Waterfront Hub Study

On February 1st 2007 Council approved terms of reference for a planning program to create an Urban Design and Transportation Plan for the Central Waterfront Hub area around Waterfront Station. To view the Program Report, click here.

The main objectives of the Central Waterfront Hub Study were to:

  • Explore the potential for the creation of a new transportation interchange which better integrates the many transit modes which converge in this area – Skytrain, Canada Line, West Coast Express, Seabus, Helijet and numerous bus lines.
  • Examine opportunities for the introduction of high density, mixed use development integrated with the transportation hub.

The Hub Study resulted in the preparation of a Framework document [pdf] adopted by Council June, 2009, which:

  • Presents a vision for a world-class transportation hub and dynamic downtown extension in the Central Waterfront.
  • Establishes parameters relating to transportation, land use & density, urban design, public benefits, and environmental sustainability to guide more detailed planning work.
  • Identifies the various challenges facing development in the area and the work needed to address them.

The early stages of the Hub Study also involved a review of the proposal by the Vancouver Whitecaps to build a 15,000 - 30,000 seat soccer stadium on the site of the existing seabus terminal. This concludes the Hub Study planning work
