Whitecaps Waterfront Stadium Initial Review

Review Schedule

The purpose of the Initial Review was to assess the initial Whitecaps proposal. The review was intended to be a fairly fast, high level review with outcomes in the nature of informed, and often qualitative judgements rather than definitive answers. Upon completion staff reported their findings to City Council who considered whether to approve furthur planning for the project.

The review was comprised of two main sections: Policy and Technical Assessment and Public Consultation. The review was undertaken partly by City staff and partly by an outside consultant. The workload was divided as follows:

I. Policy and Technical Assessment Review

II. Public Consultation

The public consultation portion of the review was handled by a Consultant Team. The intention of the public consultation was to inform affected residents and businesses about the proposal, and to identify the issues and opportunities they perceived. The intention of the consultation was not to resolve issues, but to take a measure of their intensity and complexity.

The consultation included four public open houses, as well as meetings with local groups and major landowners.
