Kensington-Cedar Cottage - CityPlan Committee
Meeting Minutes

June 7, 2001
Trout Lake Community Centre
7:00 - 9:00 p.m.

In Attendance: Anne Roberts, Kim Nulty, Amy McKay, Raymond Chang, June St. Clair, Ken Baker, Paul Calderhead, Donna Chang, Uli Rasenhorn, Sharole Taylor, and

1.  Meeting Guidelines

-    A draft copy of Meeting Guidelines was discussed.

2.  Windsor Way - Uli Rasenhorn

- Liz Freyman has been leading the Windsor Way Committee for the past year to create a greenway along Windsor Street between 16th and 41st Avenue.

- The City is looking for a north-south bike route near Knight Street. Windsor Street is one of the options.

- The group has funding for the "Blooming Boulevards Project". This project allows residences along this section of Windsor Street (up to $500) to plant a garden on the boulevard in front of their house.

3.  Chinese Baptist Church - Anne Roberts

- The Church has completed the development application process for the site at King Edward and Knight St., but does not intend on going ahead with the proposal at this time.

- The City is hoping to free up staff resources to work towards a neighbourhood centre at the Kingcrest site in the fall.

- This has been put off numerous times; in the fall, if it looks like the City isn't ready, our Committee should consider going to Council to get this process going. 

4.  Commercial & Broadway - Barb Wright

- Frank Ducote, City Planner, is looking at physical improvements in the commercial area such as: corner bulges, plantings and redoing the sidewalks.

- City staff ate recommending that proposed street beautification and sidewalk repair be funded by the City, as opposed to the normal sharing of costs with property owners.

- Barb had a tour of the Grandview Cut. All of the trees are being removed for the Skytrain line, contrary to what was initially planned. It isn't safe to keep any of the trees. A tree replacement program is in place.

5.  Knight Street Committee - Anne Roberts

- The City is studying the Knight Street Corridor.

- At the first meeting, Engineering staff said they are still lacking staff resources to work on the study. This study is moving slowly, with current staff doing some of the groundwork. Committee members asked the Engineer to consider hiring a consultant.    

6. Fraser/ Main Street Transit Study

- The City is studying the efficiency of the bus routes along Fraser and Main Street.

- They are considering bus bulges and reducing the number of bus stops.

7.  Annual General Meeting Plans

- The KCC AGM will be held on Thursday April 26, 2001, 6:30 p.m. at Trout Lake Community Centre. The mail-out and agenda were discussed. 

8.  Community Updates

Community Development Worker - Anne Roberts

- We were promised a Community Development Worker to work with the KCC Community.

- We need to set up a sub-committee to define the role of this position. Anne, Donna, Barb and Paul will form this committee.

PACE (Prostitution Alternatives Counselling Education) - Sharole Tylor

- MountainView Block Out is supporting PACE in trying to secure funding from the City's Social Planning Department.

- After some discussion, the Committee has decided to support the work that PACE does. Donna will write the letter of support.
