1. Public Art for Windsor Way
Uli gave an update on the current progress of the Friends of Windsor Way.
2. Community Open Houses and C-2 Zonng Concept discussion
C-2 Zoning permits residential/commercial mixed use or all-commercial development and is mainly applied to land along major streets. Over the last 10 years a number of concerns have been raised regarding C-2 developments; those identified at the KCC meeting include:
- lack of parking for customers of commercial businesses;
- bulky building appearance;
- frequency of such development has led to considerable empty commercial space in the KCC community; and
- the goal should be to consolidate commercial units into a viable mix.
3. Wal-Mart
Cathy gave the group an update on the proposal for a Wal-Mart at the old Dueck site on SE Marine Drive. In May, 2001 Council adopted guidelines for this area which consider to allow highway oriented retail (HOR) along the south side of Marine Drive between Main & Yukon Streets. Proposals which include the sale of food/clothing require a retail impact study; this applies to the Wal-Mart proposal. Council will review the results of the retail impact study and public input on this proposal in April/02. Open Houses on the Wal-Mart proposal are scheduled for November 13th at Killarney Community Centre, November 15th at Sunset Community Centre, November 20th at Marpole Community Centre, and November 22nd at Kerrisdale Community Centre.
The effect of this big box retailer on KCC was then discussed. The KCC Community Vision, adopted by City Council in 1998, explicitly rejected big box retail and internal shopping malls in KCC or close enough to threaten the economic health of the local shopping areas. "Participants in the Vision process were concerned that their large size and inward-look would draw customers away from the local stores and public sidewalks. They felt that this would work against creating strong community shopping areas." (KCC Community Vision, p. 21) Anne volunteered to write a letter on behalf of the KCC committee in opposition to this development.
4. Knight Street Study (see June 2001 minutes for history)
The engineering consultants are currently gathering information on the street and its problems/opportunities, including information on housing and schools along the Knight Street corridor. They are not in a position to report on the traffic analysis nor are they seeking public input at this time. The Committee will ask Brian Riera to provide a report summarising the information gathered at the January meeting (January 10th, 2002).
5. Letter to Mayor and City Councillors regarding the Kingcrest site
The letter was distributed to councillors and eventually passed on to the Property Endowment Fund office. If the letter goes on Council's agenda, Anne will attend the meeting along with other people in the community, to show unity and support for our request. A phone tree has been organised to allow the committee to contact all interested community members who have attended KCC meetings/open houses to inform them of this (potential) meeting with Council.
What plan does the City have to implement City Plan? This question will be discussed with residents from other Community Vision areas (Sunset, Victoria/Fraserview & Killarney) at the KCC CityPlan Committee meeting in December. Ideas on how to ensure implementation of CityPlan will be sought and discussed.
6. Cedar Cottage Neighbourhood Safety Office - Don reported on developments and potential funding cuts.
7. Lord Selkirk Elementary School - Uli reported on the very successful Golden Shoe Day(s).
