Meeting Notes

November 7, 2002
Trout Lake Community Centre
7:00 - 9:00 p.m.

1. Aquilini Rezoning Proposal - Kim Nulty

  • Many different viewpoints and critiques were expressed at the Urban Design Panel (UDP); generally a positive response. The UDP is a professional advisory body of 8 - 12 members appointed by City Council. The Panel gives impartial and professional advice to the Director of Planning, Development Permit Board or City Council on any proposal or policy affecting the community's physical environment. The Panel is strictly an advisory body and makes recommendations only. It does not have the authority to approve or refuse projects or make policy decisions.
  • Important aspects of the proposal include loading bay/lane on old TD Bank and White Spot sites; 2-level retail; library as anchor
  • Joyce reported that the architect is working on his designs in response to the Urban Design Panel's suggestions. The developer has options on the two sites on Kingsway mentioned above. No formal rezoning proposal has been submitted. The City advised the proponent to submit a proposal only after the community-wide meeting, which is to be held possibly before Christmas.
  • It was agreed that having the architect, KCC CityPlan Committee reps, and Planning reps meet before the community-wide meeting for strategizing purposes is a good idea. The strategizing meeting should be held approximately 1 week before the community meeting.
  • General Discussion:
    - Density: what are we to expect? 12 - 18 storeys?
    - Where to concentrate/how to distribute retail: on Kingway, Knight, King Edward, or focus inward?
    - Concern over quality of detail and design
    - Who will/should the tenants be?
    - Library needs to be an essential component of the proposal
    - Pedestrian experience on Knight Street - will anyone go there? Bus stops (3) may create potential.

2. Neighbourhood Centres Delivery Program (NCDP) - Joyce Lee

  • Status of consultants:
  • Trevor Ward of Ward Consulting was retained to do the Parking Study. He has been on board 2 weeks, and is in the process of analyzing data, conducting site visits, and getting a general feel for the neighbourhood.
  • Lewis Silberberg and Peter Hume were hired to do the Retail/Service study. They have also been on board for 2 weeks. They will be talking to the business owners at the business association meeting next Tuesday night.
  • Interviews for the Business Association Consultant will be held next week. Fifteen proposals were received.
  • The Aquilini proposal is to be considered closely with the NCDP.
3. Country Lane, 700-block E. 27th - Sharole Tylor / Peter Wohlwend
  • A work party was held on October 26 for residents to lay coloured paving stones, cement stones in, move dirt to flower beds and in-fill between paving stones. City staff from Engineering and Planning attended and provided assistance, coffee, buns, and a BBQ lunch. After work was complete, the City presented the first official "Country Lane" street signs, which will be posted at either end of the lane way. Final phase is waiting for lighter weight grass grids to come in from the supplier. Once these arrive, all areas not covered in pavers, heavy weight grids, or plants will be laid with lighter weight grids. These grids will bear light traffic and, hopefully, will keep the grass intact. Plants will go in shortly after this portion of the project is complete.
4. Golden Shoe Day, October 11, 2002 - Uli Rasehorn
  • This day of rewarding kids for walking to school was a success. A heritage building was used as a stage for a performance of Rapunzel, Elliot provided fireworks, and various people/companies donated prizes.
5. Multicultural Outreach in KCC - Joyce Lee
  • Joyce presented some multicultural outreach strategies currently used by the Visions team, focusing on Chinese-language workshops. City staff facilitate the workshops in Chinese, and small group discussions are held in Chinese. This is opposed to translation from English to Chinese.
  • The Knight Street Study team will be holding two workshops in March - 1 in English and 1 in Chinese. Details/format to be worked out early next year.
  • Discussion: There may be more interest from the Chinese community in the NCDP rather than Knight Street. Bulletins for NCDP consultants included desire for Chinese/Vietnamese, but consultants hired to date do not have these language skills. Joyce/Cathy will follow up with NCDP team.
  • Suggestions: provide at least some written material in Vietnamese; deliver notices to include suites (many residents missed); invite the Chinese media; public service announcements.
  • Raise multicultural outreach issue at Aquilini pre-community meeting.

6. Roundtable

  • Crime Prevention Centre/Neighbourhood Safety Office: Please ask candidates and City where $200,000 for new centre has gone, and when is the centre going to be built?
    - Christmas Party Dec. 14, 12:00 - 4:00pm at IWA Hall
    - Fundraiser Dec. 7, 7pm onward at Cedar Cottage Pub. Tickets $10, available at safety office and at the door.
  • Kensington Community Centre had their AGM: got 6 new board members (5 are from Chinese community).
  • Arts co-op is working on a business plan and strategic plan for a site across from the plastics factory on Commercial Street.
  • The Mount Pleasant all-candidates meeting was well attended.
  • Dickens Community Group fall clean-up, held November 2 was successful. The group picked up the litter along Fraser/Kingsway from Carolina to Dumfries and several laneways.
  • Discussion on garbage: a lot of inappropriate/household garbage being dumped in litter cans at Commercial and 22nd Avenue, plus Prince Albert greenway. Much time has been spent unsuccessfully trying to get those cans emptied. Uli will bring information to next meeting for those who would like to write a letter requesting a litter can for a specific location from the Street Furniture Program.
