Knight Street Study Update - Ian Fisher and Melina Scholefield

  • City staff noted that the Knight Street Study will not duplicate previous studies. Issues identified by staff and residents will be used to assess 'what needs to be done' to Knight Street.

  • The background research is complete. Pedestrian safety, cyclist, transit, air quality, noise, have all been looked at. One of the key questions is "How is the street meeting the needs of uses other than cars?".

  • Knight Street is unique in the city - it's a major truck route. It carries a lot of trucks using diesel fuel. Air quality is an issue.
  • City staff have been in contact with the Port and the BC Trucking Association regarding the study. The truckers are generally content with traffic on Knight Street (aside from congested spots at the south end). The Port is concerned with Knight Street because it provides access to the port.
  • City staff hope to have a report ready for City Council by October, outlining the analysis undertaken to date, terms of reference and public process for a year-long study. Staff are waiting for data from ICBC and the Police before finalizing the report to Council.

  • A meeting will be held on September 19, 2002 at Kensington Community Centre to update the community on the study. A web site will be available soon.

  • If City Council approves the report in October, an Open House will be held in January, 2003 to kick-off the year long study.

Neighbourhood Centre Planning - June Christy

  • In July, City Council approved a Neighbourhood Centre Delivery Program for Kingsway & Knight. The program covers two specific areas: Housing Variety and Shopping Areas.

  • Consultant studies are already underway including an analysis of the local businesses. A search is underway for a part-time business association coordinator. A parking strategy and survey will be developed by City staff. Additional funds have been set aside to do a streetscape study.

  • City staff are also working on developing housing prototypes for Kingsway & Knight. The objective is to develop a housing plan that will address the impact of new housing types on zoning, traffic, parking, etc.

  • KCC Committee members commented that the City needs to look at C-2 (mixed use) zoning in the Kingsway & Knight area and along Kingsway. There are too many car lots, autobody shops, etc. along Kingsway. Planners should consider creating nodes of commercial areas rather than an endless strip along Kingsway.

  • Committee members also commented on the need for more services and amenities in KCC (especially if more housing is an outcome of the housing plan).

  • The official public process will begin in December. The program will last 2 years and include implementation of some the shopping area improvements. Working groups will be formed in January, 2003 (one group of people interested in housing, another group interested in shopping areas).

  • KCC Committee members commented that meetings, workshops, open houses should be offered to people who speak languages other than English (ie. have translation services and/or hold sessions in other languages).

Building Better Neighbourhoods - Anne Roberts

  • 3 public meetings were arranged for City Council to listen to everyone who had something to say about the Wal Mart proposal. In the end, Council voted 7 to 2 in favour of allowing Wal Mart to proceed with phase two of a rezoning application.

  • The group Building Better Neighbourhoods arranged a public meeting on September 24 at 7:30 p.m. to discuss ways of highlighting Wal Mart during the election this fall.

The Capital Plan & Sunset Community Centre - Anne Roberts

Renovations to the Sunset Community Centre have been dropped from the 'wish list' of Capital Plan improvements to city facilities. KCC Committee members agreed to write letters to City Council requesting them to increase the total amount of money available through the Capital Plan, to upgrade city facilities such as Sunset Community Centre.

Country Lane Demonstration Project - Sharole Tylor

The lane in the 700 block of East 27th/East 28th has been chosen as a pilot project for a new lane treatment (Country Lanes). A country lane has two strips of cement (for tire tread) with a green/permeable center and side. The country lane is scheduled to be installed this fall.

Cedar Cottage Community Safety Office - Barb Wright

  • There are major problems along Commercial Drive - especially around the Skytrain station. This has been the worst summer ever (in part due to the BC government policy re social assistance). There are many more homeless people - especially young people.

  • The Safety Office is struggling to pay the rent for November. The Attorney General's Office will not be funding safety offices beginning in 2003.
Windsor Way Committee - Uli Rasehorn

Windsor Way received funding from the Park Board ($500) as well as funding for Blooming Boulevards.

Chelsea Housing Society - Rezoning Application

The Chelsea Housing Society has applied to the City of Vancouver to expand its facility on East 19th Avenue (just south of Trout Lake Community Centre) to include more seniors housing.

Reaching Out to Non English Speaking Community - Joyce Lee

Discussion on this topic was postponed to the next meeting.
