Kensington-Cedar Cottage Community Wide Meeting
Thursday, December 4, 2003
7:00 - 8:30 p.m.
Trout Lake Community Centre

In Attendance: John Buckberrough (Chairperson)

Participants: 25 people

Guests: Keith Hemphill, Hemphill & Rositch Architects; Radoslav Lepur, Aquilini Investment Group, City Staff: Catherine Buckham, Planner; Scot Hein, Development Planner

•  Presentation by Keith Hemphill on 'King Edward Village' (4050 Knight Street)

  • the proposal is being processed in two phases
  • the applicant (Keith), submitted a development application for Phase One (south of the lane), on October 31, 2003
  • Phase One includes residential, commercial, cultural and recreation uses
  • the residential component consists of 206 dwelling units in two buildings: a 7-storey building on Knight Street and a 12-storey building on King Edward
  • residential tenancy will be a mixture of self-owned and rental
  • the commercial use includes space for a grocery store, although the applicant is still dealing with the restrictive covenant
  • parking for 404 vehicles is also included
  • discussions are underway with Vancouver Public Library regarding the relocation of the Kensington Branch Library to King Edward Village
  • the applicant is also having discussions with other potential tenants including a major drug store, a financial institution, coffee shop and grocery. More information on commercial tenants will be available in March, 2004
  • the majority of retail spaces are small - in the range of 500 - 800 sq.ft.
  • the applicant is reconsidering having retail on the 2nd level
  • special consideration has been given to the treatment of the lane - as an inviting, public space with access to the library, shops and services
  • the proposal includes a sizeable public art contribution
  • Committee members suggested that Lynne Werker, the applicant's public art consultant be invited to the next KCC CityPlan Committee Meeting on Thursday, February 5, 2004
  • construction of Phase One could begin as early as March, 2004
  • an application for Phase Two (north of the lane) will be submitted in mid- December

At 8:15 committee members adjourned and continued discussion at the Cedar Cottage Pub.
