Kensington-Cedar Cottage CityPlan Committee

Meeting Notes

February 6, 2003, Kensington Community Centre Seniors Lounge
7 - 9 p.m.

In Attendance: John Buckberrough (Chairperson), Mary Boulanger, Raymond Chang, Aideen Clery, Diane Helmer, Craig Moberg, Elliott Neck, Kim Nulty, Jeff Nulty, Dennis St. Aubin, Peter Wohlwend, Barb Wright

1. Kingsway & Knight Rezoning Application

  • Formal notification of the application has been sent to nearby residents
  • A design change was made to the residential towers without notification to the liaison committee or this group; in the future, the liaison committee would like to be better informed about any change to the application
  • Changes to the number of parking stalls was noted and verification requested
  • Participants reviewed the draft ‘Protocol for Kensington-Cedar Cottage CityPlan Committee Representation in the Rezoning Process' prepared by Lynda Challis, Rezoning Planner and approved
  • Elliott Neck, Peter Wohlwend, Barbara McGeough and Heather Imrie volunteered to represent the KCC CityPlan Committee at meetings with the architect and City staff.

2. Windsor Bike Route

  • The Grays Park group met last week to review the draft report to Council and had no issue with the proposal (other than proposed treatment for 12th/Windsor, humps at 39th) Treatment at Kingsway & Windsor and King Edward & Windsor is uncertain. Participants suggested improvements to transit amenities at Windsor and Kingsway
3. Neighbourhood Centre Delivery Program
  • 250 attended the Open House at Trout Lake Community Centre on January 25th
  • Participants were impressed with the displays, signage, translation. The public process will continue with the formation of 2 working groups - the Housing Area Working Group and the Shopping Area Working Group. In addition, workshops are being held in English as well as Chinese.
4. Blooming Boulevards Program - Expansion South
  • The program is being promoted to property owners on Windsor from 33rd - 41st. Peter and his group will be leafleting the neighbourhood on February 15th.
5. Preparation for the KCC Community Wide Meeting on April 10, 2003
  • A newsletter advertising the event will be delivered to every household in KCC (14,000), in late May; extra copies will be delivered to local libraries and community centres. Uli and Peter volunteered to edit the draft newsletter

6. Garbage

  • A list was submitted to the Engineering Department with suggested locations for garbage cans. Through the Street Furniture and Amenity Program approximately 400 recycled cans will be available for new placements. The Engineering Department will be visiting the suggested locations before making an assessment (based on criteria like: proximity to a bus shelter, fast food outlet, etc.).

7. Broadway & Commercial

  • It was commented that the street is a mess (drunks, open drug use, etc.) and that the work the City is doing on street improvements (lighting, landscaping, etc.) are not complete. The Business Association is in trouble - lack of committed people.
  • The Community Policing Centre may have to close down because of funding cuts from the Province, despite $250,000 in funding to build a new centre. The community is considering legal action over rights to this money. The Chief of Police will be presenting a report to Council on the future of CPCs in Vancouver in April.

8. Knight Street

  • The Whole Route Analysis report to Council is on hold, pending the outcome of budget discussions. (Staff are requesting a modest budget to carry out a public process and hire consultants.)
  • Engineers working on the Whole Route Analysis will participate in the community-wide meeting on April 10th.

9. Wal-Mart

  • The committee decided to stay involved in the process.
