Financing Growth Review
City Council will hear from members of the
public who wish to speak to a policy report on Financing Growth dated
April 30, 2003, at a Special Council meeting on Tuesday, June 10, 2003
at 7:30 pm in Council Chambers.
Kim Nulty volunteered to speak on behalf of the KCC CityPlan
Committee
Commercial Street (18th - 22nd ) Proposal
The MC-1 zoning along Commercial from 18th
to 22nd allows 4 storey development and a wide range of different uses
(office, service, light industrial, residential). Developments in the
3400-3800 blocks of Commercial must have non-residential uses at street
level.
A number of landowners have approached the City about allowing
all residential on Commercial Street. One of the owners is undertaking
a survey to see if Commercial Street owners support a change to allow
all residential.
Elliot Neck and Ken Baker asked to be involved in this process.
Clark/Knight Whole Route Study
100 people attended
the Open House on May 28. People were excited about the project and provided
a range of suggestions.
City staff are reviewing the comments and suggestions to
make sure the master list of issues and ideas is all-inclusive.
An Advisory Committee should be formed by the end of the
week. The first Advisory Committee meeting will be held on June 12.
Cedar Cottage Neighbourhood Safety Office
33 people spoke to the Police Board on May
7 - one speaker was in favour of Police Board recommendations (to close
the Cedar Cottage CPC); 31 speakers were against recommendations.
Independent societies managed to retain the right to hire
coordinators for remaining offices, but the Police Department has the
right to veto the societies and the ability to terminate the coordinators.
The Cedar Cottage NSO runs out of funding at the end of June.
Funding ($220,000) from Translink for construction of a new
CPC at Broadway & Commercial is in reserve awaiting outcome of the
review.
Update on Neighbourhood Centre Delivery Program
- Housing Area Working Group
Two public open houses were held - May 28 at
Kensington Community Centre and May 29 at Trout Lake Community Centre.
Results were shown from the two-day design charette held on May 1. About
50 people attended the May 28 open house; 15 people attended May 29.
One last meeting of the HAWG will be held on June 18 before
summer break.
City staff expect to go forward to Council with a Housing
Area Plan in 2004.
Update on Neighbourhood Centre Delivery Program
- Shopping Area Working Group
The Shopping Area Working Group (SAWG) had
an internal design charette on April 11 to generate a range of Kingsway
Street Design Options. Options were drawn up for review and discussion
with the SAWG on May 15.
City staff attended a business group meeting on June 2, at
which they completed a character preference exercise. The exercise is
intended to help refine street design options and to inform future design
guidelines.
Street design options will be discussed at the next business
group meeting on June 17.
There will be a refinement of design options and a follow-up
meeting on June 20.
The season of meetings will wrap-up with the final SAWGs
meeting on June 26 and a break through summer.
Kingsway & Knight Rezoning (ex
Safeway site)
Peter Wohlwend and Heather Imrie (Glen Park
Neighbours) attended a meeting with the project architect and City staff
last month.
In response to concerns from the public and staff, the architect
re-designed the buildings and moved the 12 storey tower on King Edward
further east; made both towers slimmer (reduced floor plate) and moved
the entrance to underground parking.
Peter will post the rezoning report on the list serve soon
after it becomes available.
Negotiations with the Vancouver Public Library (for a neighbourhood
branch library at this location) are still underway.
Kincrest Park
Improvements
Funding for park improvements was approved
in the 2003-2005 Capital Plan. $243,000 was requested; roughly $135,000
has been allocated. Fundraising will be required.
Multicultural Picnic at Triangle
Park (Kingsway & Fraser)
Sunday, June 22 from 1:00 - 4:00
The Dickens Community Group designed a garden at Kingsway/Fraser
and will seek funding through the Park Board's Matching Grant program.
