Kensington-Cedar Cottage CityPlan Committee

Meeting Notes

March 6, 2003, Trout Lake Community Centre
7 - 9 p.m.

1. Garbage

  • 400 recycled bins from the downtown will be redistributed throughout the city if Council approves funding for maintaining and emptying the additional bins. Council will consider the request for funding at a meeting to be held in April. If Council approves the funding, a plan for relocating the bins will be developed by Engineering Services in June/July.
  • A by-law was recently passed which requires all residential property owners to have adequate garbage service based on the number of dwelling units. In addition, all non residential properties must have a minimum pick up at least 2 times per month.
  • An amendment to an existing by-law gives the Fire Department the ability to enforce in situations where lids are not shut (e.g. of large containers).
  • A new agreement between the City and companies providing commercial containers requires the companies to provide new locking mechanisms on existing and new containers in the downtown by the end of 2004 - other areas to follow.
  • Engineering Services staff have been contacting the owners of mixed use buildings (e.g. along Kingsway), if the owners have not been providing garbage services to residential tenants. Owners have the option of 1) purchasing garbage services from a private company or 2) purchasing garbage services from the City. Non compliance within 20 days results in the City charging the owner for services provided by the City.

2. Maintenance and Stewardship of Neighbourhood Greenways in KCC

  • KCC has two neighbourhood greenways - Prince Albert and Cedar Cottage. When the greenways were developed there was lots of enthusiasm and interest from residents. Interest in maintaining and caring for the greenways has deteriorated, now only 1-2 people care for these spaces.
  • At a meeting with City staff, ongoing assistance with the maintenance of neighbourhood greenways was requested by a Commitee member. It was suggested that the City secure funding to assist with a bi-annual pruning of large shrubs and trees as well as arrange for regular pick-up of yard trimmings and garbage at greenway locations. It was felt that if some basic services were provided the neighbours may feel less of a burden and be more likely to participate.
  • It was suggested that until the neighbourhood can manage the existing neighbourhood greenways, the proposal for an additional greenway along Commercial Street should be put on hold.
  • Maintenance and stewardship of KCC's neighbourhood greenways will be a theme for discussion at the Annual General Meeting on April 10th.
3. Blooming Boulevards
  • Volunteers delivered leaflets to residents on Windsor Street south of 33rd encouraging them to participate in the Blooming Boulevards program. Organizers have $2,000 to assist residents with plantings.
  • Cathy was asked to follow-up with Richard Taki in Environmental Health regarding a grant of $5,000 for Blooming Boulevards.
4. Public Art on Windsor Way - 12th Avenue to King Edward
  • The public art process is in its final phase. Residents are pushing to get the art installed by late spring/early summer. They intend to apply for a grant to develop phase two of the project.
5. Kingsway & Knight Rezoning Application
  • An email was received from Lynda Challis, Rezoning Planner, noting that City staff are waiting for material from the applicant before scheduling any meetings with the applicant and the liaisons. Other than this, there is no news to report.

6. Cedar Cottage Neighbourhood Safety Office

  • It's possible that the Chief of Police will cut the number of community policing centres from 21 to 8 or 9. The Board of the Cedar Cottage NSO feels that ‘they are behind in the selection process' because they don't have a permanent home - an asset. Funding for a new safety office was provided for by Translink ($220,000), but not yet built. The City received the funding from Translink and is holding it until the outcome of the Chief's review. The Board is threatening to sue the City if the money is not spent in Cedar Cottage.
  • CityPlan Committee members were encouraged to attend a Police Board meeting at Trout Lake Community Centre on March 26th and express their support for the Cedar Cottage NSO.

7. Planning the Annual General Meeting on April 10th

8. New Initiatives

  • The CityPlan Committee has been interested in working with youth on a community project for quite some time. The need for a program to maintain and encourage participation in neighbourhood greenways may be the type of project that youth would be interested in developing. Paul volunteered to talk to one of the teachers in the Montessori program at Gladstone High School regarding a possible partnership.
  • The Kingcrest Park subcommittee suggested hosting a community festival, possibly Kingcrest Park as a destination, in the autumn. Elliot said that Public Dreams Society may be looking for a new home and partners for Circus of Dreams. He volunteered to discuss the possibility of having a festival at Kingcrest Park with the Public Dreams Society. Kim, Jeff and Uli also expressed interest in this project.
