Kensington Cedar Cottage CityPlan Committee Meeting
Thursday, May 1, 2003
7:00 - 9:00 p.m.
Trout Lake Community Centre

In Attendance : John Buckberrough (Chairperson), Barb Wright, Raymond Chang, Margaret Marquardt, David Marcantonio, Uli Rasehorn, Craig Moberg, Elliot Neck

1.   Neighbourhood Greenways
Megan Stuart Stubbs, Gladstone Montessori Parent Advisory Committee, contacted Catherine in response to a request from the KCC CityPlan Committee to meet with the Gladstone PAC to discuss a possible partnership with respect to greenway stewardship and development. Megan liked the idea and suggested inviting Mavis Dixon from Evergreen Foundation, parents from the PAC as well as KCC Committee members to a meeting. Uli agreed to contact Megan Stuart Stubbs to arrange a date in May.

2.   Cedar Cottage Neighbourhood Safety Office
In a report to the Vancouver Police Board, dated April 23, 2003 , the Chief Constable recommended:

  • the Police Board cancel operating agreements with all 17 CPCs;
  • establish 7 VPD-operated CPCs;
  • assign 2 neighbourhood patrol officers to each CPC, along with 7, half-time paid office coordinators supported by volunteers

Recommendations would be subject to funding from the City of Vancouver.

Barb attended a meeting with the Police Board on April 28 th to express her thoughts on the report and support for maintaining a CPC in Cedar Cottage (in opposition to recommendations in the report). Barb noted that out of the 11 Coordinators who spoke to the Board, only one Coordinator/CPC supported the recommendations in the report. The majority of Coordinators/CPCs do not support recommendations made by the Chief Constable.

A follow-up meeting will be held on May 7 th . Barb encouraged committee members and their neighbours to attend.

3.   Kingsway & Knight Rezoning Proposal (1402-1436 Kingsway & 4050 Knight Street)
N egotiations between the developer, Aquilini Investment Inc., and the Vancouver Public Library are going well. Aquilini expects to meet their purchase option date of July, 2003.

4.   KCC Community Meeting on April 10, 2003

  • attendance was good (80 people)
  • there were lots of new faces
  • messages/presentations were positive
  • poster boards were informative
  • compared to AGMs held in 2002, 2001, 2000, this year the tone was positive
  • the committee could have done a better job of welcoming people
  • next year the committee should do more promotion (article in the Courier)
  • next year the committee should do more personal outreach (phone and invite people)
  • Raymond, Craig, Margaret, Barb, Uli, John, David volunteered to make phone calls in August and invite new people to the September, 2003 meeting. Cathy will prepare a list of newcomers at the AGM, divide it into 7 and pass along to the volunteers for phoning.

5.   Celebration Grant

The City, through its Office of Cultural Affairs, is offering grants up to $5,000 for community-based festivals and cultural celebrations. Elliot and Kim are working towards a September 15, 2003 deadline for the grant. The theme of the festival at Kingcrest Park is 'seeing' through the past, present and future. The focus of the festival will be on programming for children.

Elliot was asked to sit on the review/judging panel for grants submitted for the March 31 st deadline.
