Kensington-Cedar Cottage Community Wide Meeting
Thursday, November 6, 2003
7:00 - 9:00 p.m.
Trout Lake Community Centre

In Attendance : John Buckberrough (Chairperson), Donna Chang, Kim Nulty, Jeff Nulty, Paul Calderhead, David Marcantonio, Carol Mak, Craig Moberg, Peter Wohlwend, Raymond Chang, Jeannie Kamins, Gary Bell, Cameron Scott, Planning Department and Catherine Buckham, Planning Department

Public Process for the Reallocation of $208,000 to a Community Amenity at Broadway & Commercial (See the October 2003 Meeting Notes for more information)
•  A community meeting to discuss the reallocation of funding will be held on Thursday, October 20, 7:00 - 9:00 pm at the Croatian Cultural Centre.
•  Notification of this meeting will be delivered to 4,000 households in the Broadway and Commercial area beginning November 7th. Local agencies and service providers will also be notified/invited - via mail.

Development Permit Application - 4050 Knight Street
  Keith Hemphill, project architect for 4050 Knight Street , submitted a development permit application to the City of Vancouver on October 31, 2003 (DP#408036).
• The application is to construct a mixed-use retail (grocery store) residential, cultural and recreational (public library) complex as Phase 1 of the development of the site, consisting of 206 dwelling units in a 7-storey building on the Knight Street frontage and a 12-storey building on the King Edward Avenue frontage, linked by a 3-storey 'bridge' element, all over parking for 404 vehicles.
•  Concerns were raised by some members that notification of the rezoning application was not thorough enough. They hope that notification of the development permit will be more thorough.
• The City's Project Facilitator, Alison Higginson, will contact the KCC Development Liaison Group to discuss their role in the permitting process.
•  Keith and Alison will be invited to the December 4 meeting of the KCC CityPlan Committee.

Kingsway & Knight Neighbourhood Centre Delivery Program - Housing Area Working Group (HAWGs)
•  The group has been working on determining appropriate housing types, location and zoning, led by Senior Planner, Trish French.
• The group has also been considering how to connect neighbourhoods via greenways and green streets.

Kingsway & Knight Neighbourhood Centre Delivery Program - Shopping Area Improvement Working Group (SAWGs)
  City staff and the SAWGs are working on a Shopping Area Improvement Choices Survey for delivery to households in February, 2004.
• The survey will ask residents their thoughts and preferences on options for Kingsway, including a median, a bike lane (no curb lane) and a median plus a bike lane.
•  Concern was raised regarding the option of constructing a median with trees along Kingsway at Knight, given the possibility of buried street car tracks and the prohibitive cost of removing them to construct a median. Other possibilities for greening the median were suggested that may not require the removal of the street car tracks.
• Committee members suggested the proposal be reviewed by experts/advocacy groups/committees concerned with pedestrian safety.
  The Choices Survey will also ask people about what they think about the proposal to 'normalize' the intersection of Kingsway & Clark; add bulges at Kingsway & East 23rd; add bulges at Kingsway & Perry; add bulges at Kingsway & Inverness; and improve the crossing at Kingsway & Dumfries.
• There is also a proposal to install heritage lamp standard brackets along Kingsway & Knight (for hanging baskets in summer; lighting in winter).
•  Many of the street trees along Kingsway need to be replaced.

Pan-Visions Meeting - Sunday, November 30
•  The CityPlan Committees in KCC, Sunset and Victoria-Fraserview/Killarney are organizing a Pan Visions meeting for November 30th. Invitees include: members of CityPlan Committees, the Dunbar Seniors Housing Group, the Renfrew-Collingwood Community Liaison Group and Hastings-Sunrise Community Liaison Group (about 180 people).
•  The hosts are: John Buckberrough, (Chair, KCC CityPlan Committee); Andrea Rolls (Chair, VFK CityPlan Committee); Tim Welsh & Louise Seto (Co-Chairs, Sunset CityPlan Committees).
•  The purpose of the meeting is to bring together people who are interested in learning from one another and working collaboratively to improve the quality of life in neighbourhoods.
•  The meeting will also give an opportunity for groups to discuss the motion made by Councillor Anne Roberts on September 11th regarding the 2004 Vision Implementation budget: "THAT Council approve an annual budget of $10,000 per Vision community for communications and outreach expenses to be spent on the recommendation of the Vision Implementation Committees."

SFU Forum on "Public Deliberation in an Adversarial World"
•  CityPlan Committee Chairs suggested using money from the 2003 budget to send representatives from CityPlan committees to the Forum With John Forester on November 27 at the Wosk Centre for Dialogue (SFU). Money has been set aside to send 2 representatives from each committee.
•  Committee members decided to send John Buckberrough, Chair of KCC CityPlan Committee, plus one other member. Kim Nulty, Margaret Marquardt and Sharole Tylor are all interested in attending. Kim suggested a cost sharing scheme, rather than only sending only one representative. Cathy said she would contact Sharole and Margaret to ask them if they're interested in paying partial cost of registration. If not, the three will decide who to send.

A Community Newspaper for KCC?
•  Donna distributed copies of 'Collingwood News' and asked people if they felt there would be interest in the community to produce a newspaper like the Collingwood News.
•  There was overwhelming support to pursue discussion on the possibility of producing a community newspaper.
•  Discussion will continue next month. Donna will arrange for Paul Reid to attend the KCC meeting in February.

KCC Census Data
• 
Cathy distributed a handout with 2001 Census Data for KCC. She noted that more data has become available (income, etc.) since the handout was prepared.
•  Donna asked if it would be possible to add columns/data for 1991 and 1996 to compare 2001 data with.

Street Furniture Rollout
• 
Cathy sent regrets on behalf of Reno Viswasam who was unable to attend the meeting.
•  Cathy distributed a handout on street furniture rollout/installation.
•  Members were generally pleased with the look and function of the new bus shelters, however, they raised concerns about the timing of the new litter bins. Garbage continues to be a big concern in KCC.
