Kensington-Cedar Cottage Community Wide Meeting
Thursday, September 11, 2003
7:00 - 9:00 p.m.
Trout Lake Community Centre

•  Neighbourhood Festivals - Cathy Buckham
•  The Wales Street Heritage Day Festival will be held on Sunday, September 14 at Avalon Dairy from 12:00 - 4:00 . Residents of KCC are welcome to attend.
•  The deadline for the City's 'Celebration Grants' is September 15. For more information: www.city.vancouver.bc.ca/oca

•  Community Festival in KCC? (Kim Nulty)
• Elliot and Kim met earlier in early 2003 to discuss the possibility of submitting an application for a Celebration Grant, for a festival at Kingcrest Park, but didn't meet over the summer.

•  Windsor Way Public Art (Peter Wohlwend)
  Test installation of the Windsor Way Artway banners will take place later this month. Final installation is scheduled for October 27th .

•  Kingsway & Knight Development (Cathy Buckham)
•  Keith Hemphill, project architect for the site at Kingsway & Knight (ex Safeway site), is still working on a development application. He hopes to submit the application to the City soon.
• The KCC CityPlan Liaison Subcommittee, (Peter Wohlwend, Elliot Neck, Heather Imrie and Barbara McGeough), would like to continue their role as liaisons between the City, architect and the community through the processing of this application. Cathy said she would contact staff assigned to review the development application regarding Peter's request.

•  Neighbourhood Centre Delivery Program (Kingsway & Knight)
•  Staff working on the Housing Plan spent part of the summer developing an inventory of pre-1940 houses (750 total) in the study area. They rated them according to seven 'character criteria'. The inventory will help formulate a new zoning area.
•  Staff and the Housing Area Working Group are working on options that look at rowhouse housing and a new 'small house' kind of zone. Possible locations have yet to be determined.
• The group anticipates sending out a survey on housing area options in early 2004.

•  MC-1 Zoning - East 18 - East 22nd (Cathy Buckham)
•  City Council approved amendments to the MC-1 and MC-2 Guidelines for Cedar Cottage to allow multiple dwellings to be considered in the 34/3500 and 36/37/3800 blocks of Commercial Street in Cedar Cottage. For more information see www.city.vancouver.bc.ca/ctyclerk/cclerk/20030722/p1.htm

• Broadway & Commercial Guideway Project
•  Merchants from the Commercial Drive area met to discuss the possibility of a 'collective parking lot' under the Skytrain guideway, behind the commercial properties on the east side of Commercial Drive at 11th Avenue.
•  Collective parking is a lot owned jointly by local businesses and the City. The City undertakes the maintenance and administration of the lot on behalf of the businesses and costs are assessed to each property annually.
•  Local service providers (day care) are also interested in the space under the guideway - for a 'tot lot' (play area for children).
•  More discussion on this topic will happen through the public consultation process for the reallocation of $208,000 for a community amenity in the Broadway & Commercial area (see item #9).

•  Designing a Public Process for the Reallocation of $208,000 in Broadway & Commercial Area
•  Cathy reminded the Committee about a recent City Council motion where Council "affirmed its commitment that remaining monies ($208,000) allocated by the Rapid Transit Project Office as a community amenity to offset some of the impacts of the Skytrain station and the Millennium Line be spent in the surrounding community. Council directed staff to establish a collaborative community consultation process in the community in the Broadway & Commercial area to determine within 6 months a plan to use the money."
•  Concerns were raised about the future of the Cedar Cottage Safety Office (ongoing funding); the possibility of inexperienced and unknown groups coming forward and applying for this funding; notification boundaries, etc.
•  The Committee felt that more information was needed before they could comment on a suggested approach to public consultation (e.g. firm criteria for assessing proposals, projects undertaken by other communities with RPTO funding (e.g. near stations in Burnaby , New West), etc.
• This item will be discussed again on Thursday, October 2.

•  Kensington Community Centre AGM
•  AGM will be held on Wednesday, October 22 at 7:00 pm . All are welcome.
