Kensington-Cedar Cottage Community Wide Meeting
Thursday, April 1, 2004
7:00 - 9:00 p.m.
Trout Lake Community Centre

In Attendance: John Buckberrough (Chairperson), Paul Calderhead, David Marcantonio, Craig Moberg, Jeff Nulty, Kim Nulty, Peter Wohlwend, Donna Chang, Jason O'Brien, Catherine Buckham (Planning Department)

1) Update on a Rezoning Proposal for 3700 Welwyn Street

On March 18, 2004 , Mosaic Homes submitted a rezoning application to convert the current zoning to CD-1 to allow 60 rowhouses at a density of 1.20 floor space ratio (roughly two times the density of a single-family house). A community meeting will be held in May for local residents to learn more about the proposal. Donna Chang volunteered to work with Rezoning Planner, Alan Duncan, on arranging a date/time/place for the meeting.

2) Update on Sale of the GVRD Site - 3705 Commercial Street

On March 18, 2004, the GVRD tendered its site at 3705 Commercial. Zoning on the site allows multi-family type housing with the option of having commercial at grade. The GVRD received several bids from prospective purchasers and expect to make a decision by mid April.

3) Community Newspaper for KCC

Donna Chang is collecting names of individuals and groups interested in meeting to discuss the possibility of starting a newspaper. She intends to arrange a meeting for mid April.

4) Update on Development Activity at King Edward Village

Demolition of the ex Safeway building could take place as soon as tomorrow (April 2). The sales centre is in place and scheduled to open by the week of April 5th . Representatives from Aquilini Investment Group said they hope to host a community event on site, in mid April. They decided not to host an event celebrating the demolition of the existing building (the flea market) - for safety reasons.

5) Vancouver Police Department's 'Deliberative Dialogue' Workshop on March 27th

The 'Deliberative Dialogue' session hosted by the VPD and the Police Board was a huge success by all accounts. Peter and John said that although the issues were complex, the participants felt that they developed attainable directions for the future of policing in Vancouver. One of the directions was for more beat cops in the immediate future.

6) Windsor Greenway

Peter sent a letter to Doug Smith, Structures & Greenways Engineer, on behalf of the KCC CityPlan Committee, requesting Windsor Way be upgraded to an official greenway. Doug sent a reply by email, noting that he's waiting for final letters of support from the community to arrive by post before sending an official response to Peter. The Cedar Cottage Business Association, Charles Dickens Elementary School, Charles Dickens Annex, Dickens Community Group and Kensington Community Centre all sent letters of support.

7) Neighbourhood Centre Delivery Program - Housing Area Working Group (HAWGs)

4,000 surveys were delivered to property owners in the Kingsway & Knight area this week asking people for their comments on options for future housing in the area. Once the survey results have been analysed, City staff will finalize a Housing Area Plan and present it to City Council in June. After that, staff will write new zoning and guidelines.

8) Review of the 2004 KCC Budget

Cathy gave the group a statement dated April 2004. Expenses for the annual brochure and AGM are projected to be $5,000. Expenses for meetings held re the reallocation of community amenity funding at Broadway & Commercial are expected to be around $300. Cathy encouraged committee members and Chairs of subcommittees to submit proposals (for communication, outreach, events,.) before summer break.

9) Kingcrest Park Improvements

Liz Jang and residents of the Kingcrest area met with Park Planner Michel Desrochers last week to discuss park improvements. Michel noted that approximately half of the $300,000 budget will be used for improvements to the playing field, leaving half for general improvements like creating an entranceway at the northwest corner, softening the edge at Knight, plantings, benches, etc.

10) Neighbourhood House Small Grants Project

Donna reminded people that the deadline for submissions to the small grants project is April 30th.

11) 2004 Annual Community Meeting

The format for the annual community meeting will be similar to last year: from 6:30 to
7:00 p.m. guests will enjoy coffee/dessert/conversation followed by brief (2 minute) presentations by:

  • My Own Back Yard (MOBY) (Jason Obrien)
  • Kingcrest Park Improvement Group (Liz Jang, Michel Desrochers)

  • Clark/Knight Whole Route Analysis (June Christy)
  • Mosaic Homes (Chris White)
  • King Edward Village (Keith Hemphill)
  • Community Policing (Adrien Balazs, Chris Taulu)
  • SkyTrain (Tanya Howes)
  • Grays Park Safety Patrol

John Buckberrough, Chairperson, will welcome people and thank them for coming. John will also encourage guests to attend one or more of the KCC CityPlan Committee meetings held each month.
