In Attendance: John Buckberrough (Chairperson), Peter Wohlwend, David

KCC Annual Community Meeting - May 6, 2004
- Committee members felt that the turnout was good (around 80-100 people);
the informal format worked well (short presentations from working groups);
and the displays helped convey important information about the community.
- Next year the AGM should be held earlier in the year (e.g. April),
to allow new recruits an opportunity to attend CityPlan Committee meetings
before the summer break.
- New recruits should be invited to the September meeting.
- Next year the meeting room should be larger - (e.g. the main reception
room at Trout Lake Community Centre).
ACTION: Cathy will send new recruits/sign-ups an invitation
to the September meeting in late August.
Kingcrest Park
Improvement Project
- Liz showed the group 3 options for a re-design of Kingcrest Park ,
noting that Option 1 and Option 3 are favoured by most people.
- Park improvements include upgrades to the flaying field (irrigation,
drainage, new lawn), a picnic area, new play equipment, a courtyard,
sport court and dog run.
- Construction of the park improvements will begin in the summer.
Neighbourhood Centre Delivery Program - Housing Plan
- Results of the NCDP Housing Plan Survey were very positive. The majority
of local residents support the proposal for courtyard row housing and
small lot duplex in the study area.
- City staff and representatives from the Housing Area Working Group
will meet soon to review draft zoning guidelines.
- The new zoning guidelines will be reviewed by City Council in the
new year and referred to public hearing in the spring.
- If the zoning guidelines are approved by City Council we can expect
to receive development applications and construction by mid 2005.
Windsor Street Greenway
- Windsor Street is being considered for a new type of greenway (a chain
of smaller, neighbourhood greenways connected along a street and developed
incrementally).
- The strip adjacent to McKenzie School at 39 th Avenue is being considered
for a neighbourhood greenway - the first in a chain. The involvement
of the school and the Parent Advisory Committee is necessary.
- The development of a greenway requires public/community involvement
and community coordination.
Lord Selkirk Elementary School - Garden Maintenance
- The principal of Lord Selkirk has been receiving complaints from parents
about the condition of the garden (height of plants obstructing view
of pedestrians, etc.)
- A work party is scheduled for June 4, 1:30 pm .
- Committee members suggested contacting the School Board for ongoing
help with maintenance of this garden.
ACTION: Cathy will contact Chris Foxon at the Vancouver
School Board Nursery/Maintenance Yard to request assistance.
King Edward Village - Public Art Process
- Committee members commented that they did not hear back from Lynne
Werker regarding a possible workshop in the spring. Cathy said she spoke
with Lynne about a workshop and together they determined there was not
time to hold one.
ACTION: Cathy will contact Lynne and inquire about the status
of the project and involvement of the KCC CityPlan Committee.
Kensington Cedar Cottage Community Newspaper
- There is lots of interest in developing a community newspaper for
KCC and lots of local talent to write articles, seek advertising, etc.
- Start-up funding is being provided by the KCC CityPlan Committee,
Cedar Cottage Neighbourhood House and other sources. Future editions
of the newspaper are expected to recoup most costs through advertising.
- Meetings will be held through the summer with prospective writers,
columnists, editors, etc.
Design Features of Green Buildings and Other Workshops
- Simon Fraser University City Program is offering a course on green
buildings on June 11th. This is an opportunity for committee members
to learn more about green building design and LEED and equip themselves
for discussions with developers proposing to construct new buildings
in KCC.
- Committee members suggested hosting their own workshop and inviting
Patrick Condon (sustainable communities) or Rob Brown (small scale sustainable
development).
- Committee members also noted that members who attend a workshop or
training session are expected to use their new skills/knowledge on a
project in the community and should be prepared to give a brief presentation
on the workshop/course to the KCC CityPlan.
KCC CityPlan Committee Budget
- The budget summary would be more useful if it outlined the balance.
- Members agreed to allocate $2,000 in matching funds for start-up expenses
for the new KCC community newspaper. They asked Paul Reid, Coordinator
of the newspaper, to provide a detailed budget at the KCC CityPlan Committee
meeting on September 11, 2004.
- The Committee's expectation is that the newspaper would pay for itself
shortly after the first edition. They stressed that funding from the
KCC CityPlan Committee is not ongoing.
- Paul's expectation is that Committee members will contribute to the
newspaper by writing articles.
- ACTION: Cathy will ask Edna to re-format the budget summary to
show expenses and the balance.
My Own Backyard Group
- On July 21, 2004 City Council will consider a staff report on the
reallocation of funding for a community amenity at Broadway and Commercial.
Election of a Chair and Vice Chair
- Members voted John Buckberrough as Chair of the KCC CityPlan Committee
and Dennis St. Aubin as Vice Chair.
