Kensington-Cedar Cottage Community Wide Meeting
Thursday, March 4, 2004
7:00 - 9:00 p.m.
Trout Lake Community Centre

In Attendance: John Buckberrough (Chairperson), Elliot Neck, David Marcontino, Craig Moberg, Jason O'Brien, Jeff Nulty, Kim Nulty, Peter Wohlwend, Paul Reid, Donna Wong, Stewart Howard (Mosaic Homes) Rob McCarthy (Mosaic Homes), Chris White (Mosaic Homes), Catherine Buckham (Planning Department).

1) Update on a Rezoning Proposal for Welwyn Street

Rob McCarthy made the following comments with respect to a proposal for a rezoning application on Welwyn:

  • Mosaic intends to submit an application to rezone a site on Welwyn to allow rowhouses - each with its own front door and garage.
  • The intent is to provide the community with family-oriented, affordable housing - an alternative to single-family housing.
  • The rowhouses would run perpendicular to Welwyn, facing into the site rather than facing Welwyn .
  • Goals for the site include making a connection across the site from Welwyn to the lane.
  • Mosaic has recently completed similar type projects in the VGH area (15 th & Laurel) and Kitsilano (8th and Arbutus); they also have a project underway in the Oakridge area.

Members of the Committee made the following comments in response to the proposal:

  • If possible, align the 'green corridor' at the centre of the project with 21st Avenue (to create a link to a future greenway).
  • This project will be a big change for the neighbourhood (and possibly gentrify it).
  • Donna Chang, Cedar Cottage Neighbourhood House, offered to assist with the public process.
  • This is a positive change for the neighbourhood - 'carry on'.

2) Update on the Process to Allocate $208,000 to a Community Amenity at Broadway & Commercial

Cathy noted the following with respect to the process:

  • Four submissions were received by City staff on the proposal deadline - February 15.
  • Representatives from the Police Department, Planning Department, Social Planning Department, Park Board and Translink reviewed all four proposals and ranked them according to criteria set out at the public meeting held on November 20, 2003.
  • The proposal from 'Our Block Party' ranked the highest.

Jason O'Brien, a representative of 'Our Block Party', shared highlights from the proposal:

  • The key elements of the proposal include a community garden, tot playground and cob house.
  • The main objectives is community development .
  • 'Our Block Party' is run by a steering committee of active members in the community who want to develop an ongoing, functioning community group.
  • The group has also linked up with the Collingwood Community Policing Centre to work on safety issues with respect to the proposal.

A community meeting will be held on March 29th at Pacifica.

3) Naming the New Lane at King Edward Village

The Street Naming Committee at City Hall is looking for ideas/suggestions for a name for the lane at King Edward Village (ex Safeway site at Knight & Kingsway). The Street Naming Committee put forward: Librarian's Lane and Library Lane.

KCC Committee members voted on the following suggestions:

Kingcrest Lane (6 votes)
Brewers Cottage Lane (2 votes)
Lovers Lane (2 votes)
Brewers Lane (0 votes)
Library Lane (0 votes)
Librarian's Lane (0 votes)
Reader's Lane (0 votes)

Cathy will forward 'Cedar Cottage Lane' and 'Kingcrest Lane' to the Street Naming Committee for their consideration.

4) Community Newspaper for KCC

Paul Reid, editor of the Renfrew Collingwood News, presented the following facts and figures on producing, printing and distributing a community newspaper:

  • The Renfrew Collingwood News is published 6 times per year. The cost is $2,500 for 10,000 copies.
  • The RC News is funded, in part, by the Neighbourhood House ($600/issue), paid advertising (local merchants, etc.), the Collingwood Community Policing Centre (pay for a 2-page spread) and the Collingwood Neighbourhood House (pay for an annual insert/Recreation Guide)
  • The RC News is distributed door-to-door by Girl Guides (4,900), by mail (2,000), at Safeway (1,500) and at other local community locations (library, community centre,.)
  • Printing costs vary depending on the quantity.
    •  10,000 copies 8 pages the cost is $600
    •  10,000 copies 12 pages the cost is $854
    •  12,000 copies 8 pages the cost is $708
    •  12,000 copies 12 pages the cost is $992

Donna offered to organize a meeting of local community groups and agencies to discuss the possibility of developing a community newspaper for KCC.

5) 2004 Budget Approval Process

Cathy asked Committee members to consider possible expenditures for 2004 and submit them to John Buckberrough before April. Staff will also be submitting estimates to John (for the annual brochure, the AGM, etc.).

She also offered to prepare a monthly statement and present it to the committee at monthly meetings.

6) 2004 Annual General Meeting

The KCC AGM is scheduled for Thursday, May 6, 2004. A venue has not been booked yet, but if the ballet studio at Trout Lake Community Centre is available staff will book it. The preparation of the annual brochure, posters, advertisements, etc. will begin in early March.

The focus of the event will be recruitment (to the CityPlan Committee, Dickens Community Group, Kingcrest Park Committee, Our Block Party, etc.)

7) Dickens Community Group Garden Planning Workshop

The DCG will be hosting a workshop on Saturday, March 13 th from 1:00 - 3:00 pm at McAuley Park (northwest corner of Kingsway & Fraser). Coffee and refreshments will be served.
