Committee Meeting In Attendance: John Buckberrough (Chairperson), Peter Wohlwend, Kim Nulty,

David Marcantonio, William Lim Chris Robertson (COV Planning) 1) Additions to the Agenda KCC Neighbour (Gary Shilling) The second issue of the community newspaper will be circulated in April. The newspaper is soliciting articles for their upcoming issue. If people have article suggestions or want something included please forward them to Gary Schilling. At the moment article ideas include: Garbage Trout Lake Community Group (Stewart McIntosh) The Trout Lake Community Group is working on a gardening project at the south end of Lakewood. This project is designed to enhance the entrance to the park through greening and will include a trellis structure. On April 22nd the group is having a planting day with volunteers from the community and local school groups. It was suggested that this project be submitted for entry into the City of Vancouver Planning Commission’s “21 Places for the 21st Century” ideas competition. The intent of the competition is to “…bring out the best, most creative, ideas in the city…” and “…to make Vancouver’s public realm a more appealing and welcoming place to be.” It was suggested that this project and possibly others throughout the community be entered into the competition. For those wanting more information on this program visit the link provided below. http://www.alternativefutures.bc.ca/pages/21places-overview.asp 2) Presentation on Grandview-Woodlands Community Health ( Devon MacFarlane, Sandy Rubin, VCHA) VCHA representatives noted that the Health Authority was proposing to build a new facility at 1669 East Broadway on the Roselawn Funeral Home site. VCHA informed that the existing North Community Health office would be relocated to the new facility and additional services would be integrated where appropriate. Mental health services and geriatric rehabilitation services will be included in the new facility. A residential component for addicts or persons with mental health issues will not be part of the facility. VCHA advised that at this point, the building had not been designed and funding had not been officially committed. VCHA further informed the building would be built by a private developer and leased back to VCHA. The maximum floor space available on the site is 50,000 sq.ft. and representatives from VCHA informed that every square foot of floor space is needed to accommodate all the services. The proposed facility will provide retail at grade, storage and kitchen facilities and meeting rooms that will be made available for public use. Housing for addicts or persons with mental health issues are not part of the proposal. Devon MacFarlane advised that project was in the in the early planning stages and they were seeking the communities input. She noted that service providers had been consulted and that 3 public forums were being planned for the broader community. Devon advised that the proposed notification area for the public consultation process is based on the VCHA boundaries and runs from Nanaimo to Clark 16th to the waterfront. The CityPlan Committee suggested that the boundary be extended further east to Fraser Street and south past 16th. The Committee also suggested that the forums be advertised in the newspaper. 3) Update on Clark-Knight Corridor Project

held at the Kensington Community Centre February 23, 2005 from 4:30 to
8:30 pm. 6) Update from MOBY (My Own Back Yard) (Stewart McIntosh) Stewart provided an update in Jason Obrien’s absence. Stewart noted that the group was now officially registered as a Non-Profit Organization. He advised that the main focus for this year will be the Children’s Park and Playground. 7) KCC Annual Community Meeting (Chris Robertson) All agreed to have the 2005 KCC ACM on April 7th from 7:00 to 9:00 pm . Last year’s event was held at the KCC Community Centre so this year’s event will be at Trout Lake. Chris will confirm if the Trout Lake Community Centre is available and book a room. All agreed to use the same format as last year. Potential topics for the keeper are MOBY, the Trout Lake Committee, and the community newspaper. Action: Chris to book a room at the Trout Lake Community Centre. 8) Pan Vision Meeting (Kim Nulty, Jeff Nulty) Kim and Jeff advised that the Pan Vision event is scheduled for Saturday, February 26th from 6:00 to 9:00 pm at the Killarney Community Centre, Room 203. The event will build on last years challenges and will provide an opportunity for the CityPlan Committees to come together to discuss cross-boundary issues and share common challenges. There will also be a brief discussion of the 2005 Budget. A light dinner and childcare will be provided. 9) Vancouver Area Transit Plan Public Process (Chris Robertson) - handout Chris advised that Translink was currently preparing their five year service provision plan and was seeking public. A schedule of the upcoming workshops and open houses was provided. 10) Problem Intersections – Traffic Signal Report & Pedestrian Enhancement Report (Chris Robertson) Every year Engineering studies problem intersections City-wide on major arterials and writes a “Pedestrian Signal and Pedestrian Enhance Report” to Council advising of the most problematic and setting out a work program for them. This year the KCC CityPlan Committee submitted a list of intersections to be included in the review. Chris noted that the (lengthy) list of intersections had been forwarded to Engineering and they were currently assessing and prioritizing the City –wide list. Once the list for 2005 has been finalized Chris will update the group. 11) Future Meetings with Social Planners Devorah Kahn – Food Policy Coordinator – May 5th 12) Next Meeting Annual Community Meeting – Trout Lake Community
