1) Additions to the Agenda
- Kingcrest Park
Cathy distributed an invitation to the opening celebrations for Kingcrest
Park on Sunday, October 23, 2005 ( 12:30 – 1:30 pm ) at 4150 Knight
Street.
2) My Own Back Yard
- Jason was not in attendance; however, Phil Scott provided a brief
update.
- MOBY has recently signed a license agreement and should have a design
team together within a month.
- Construction is scheduled to begin Spring 2006 with completion expected
by this time next year.
3) Showcase Project- Broadway & Commercial
(Phil Scott, Planning)
- Phil provided a handout and discussed the recent Public Open House
which was held at Trout Lake Community Centre on Saturday, October 1,
2005.
- Phil mentioned there was a lot of community feedback received at the
Open House. Crime and drug trafficking was identified as a major concern
among KCC residents; traffic calming was also mentioned as a top priority.
- A report to Council is expected in January 2006; construction to begin
Summer 2006.
- Funding: just under $3,000,000 from various government sources; just
under $1,000,000 from the Capital Plan (current year).
- The Safeway site is probably 3 years away from any major re-development;
CIBC may expand before redevelopment.
4) Traffic Calming Workshop with Ian Lockwood-
October 22
- Ian Lockwood is a senior transportation engineer with the firm of
Gladding Jackson. Ian’s presentation and discussion will focus on measures
to calm traffic on local streets in Kensington-Cedar Cottage, Sunset,
Victoria-Fraserview/Killarney, Hastings-Sunrise and Renfrew-Collingwood.
- The workshop will take place on Saturday, October 22nd (1:00 – 3:00
pm) at Hastings Community Centre, Room 9. Anyone who wishes to attend
the workshop must rsvp to 604-871-6126 by October 18th.
- Ian has innovative ideas regarding traffic calming and CityPlan Committees
will be identifying streets within each Vision area for Ian to look
at.
- Cathy asked for problem residential streets (excessive speed, volume,
etc.) in KCC and also suggested that perhaps someone might want to go
for a ride-along with Ian.
5) New Housing Types Approved by City Council
on October 6th
- Everyone was generally supportive of the proposed rezoning of residential
properties in the “Kingsway and Knight Housing Plan” area, but felt
that the changes need to be publicized more in the neighbourhood.
6) Update on Meeting with MLA’s re:Traffic
Speed (Dennis St. Aubin)
- Dennis St. Aubin was not in attendance; however, Cathy advised that
both Adrian Dix (MLA, Vancouver-Kingsway) and David Chudnovksy (MLA,
Vancouver-Kensington) have responded to the letter of June 24, 2005
and have since met with Dennis and other representatives from CityPlan
committees.
- John has been invited to meet with Wally Oppal (MLA, Vancouver-Fraserview)
next Friday to discuss changes to the Motor Vehicle Act that would allow
municipalities to reduce the speed limit on residential streets to 40
k/h.
7) Update on Charles Dickens School Redevelopment Proposal
- The Development Permit Board approved the development application
on October 11, 2005 .
8) Update of the KCC Neighbour
- Issue #3 (circulation 12,000) is now ready for distribution and will
be delivered by Canada Post beginning Monday.
- The preparation and distribution costs for this issue approximately
$1,400.
- Gary suggested using CityPlan Committee money towards the paper since
these funds can not be carried over into 2006.
- Donna noted that the KCC Neighbour’s advertising revenue is increasing
with each new issue.
- Donna suggested that an invitation to residents to attend the KCC
CityPlan Committee meetings could be included in the paper.
- Cathy suggested that the 2006 flyer be replaced by something less
costly and labour intensive – possibly an insert in the Neighbour. She
stressed that translation of the insert would be necessary.
Action(s) Donna to forward the
invoice for unaddressed AdMail to Cathy for payment (on behalf of the
Committee).
9) Discussion about ‘Thin Streets’ Proposal
- John was wondering what impact, if any, the new housing types for
the Kingsway & Knight area will have on the ‘Thin Streets’ proposal.
Action(s) Cathy will ask Ted Sebastian to report out
at November meeting.
10) 2005 Budget
- KCC’s balance as of September 16 is: $2,429.29
