Committee Meeting Chairperson: John Buckberrough In Attendance: 11 local residents 1) Introductions and additions to the Agenda - John Buckberrough 2) Neighbourhood Centre Program (June Christy & Kathleen Kern) June and Kathleen reported that the Neighbourhood Centres Program for Kingsway and Knight was complete and public realm improvements, such as a treed median, street trees, lighting and pedestrian crossings were scheduled to be completed in Spring 2006. The Kingsway and Knight Housing Area Plan includes two new housing zones and creates opportunities for new types of low-scale, ground-oriented housing, such as rowhouses, cottages, duplexes,and infill. In October 2005, City Council approved the rezoning of the housing area to the new RT-10/RT-10N and RM-1/RM1N zones, to which a number of residents attended in support. Property owners in the Kingsway and Knight area can now make applications for these new forms of housing. Next in the Neighbourhood Centres Program is the Norquay Village area in Renfrew-Collingwood (RC), located around Kingsway between Nanaimo and Earles. A “kick-off” public open house to mark the start of the program will be held on Saturday, March 25, 2006, at the Renfrew Park Community Centre. 3) Trout Lake Master Plan (Michel Desrochers & Harry Rumley) Michel and Harry indicated that the Park Board intends to follow-up on the improvements that have been done to Kingcrest Park to determine if the improvements have been effective. Michel explained that the Trout Lake Ice Rink needs to be rebuilt in time for the 2010 Winter Olympics and Paralympics Games. In addition, the Trout Lake Community Centre is rated as a high priority in the Parks Board’s Community Centre Renewal Plan and will be rebuilt in the next decade. The Parks Board is currently engaged in the Trout Lake Master Plan which will explore the possibility of relocating the Community Centre, determining a location for the new ice rink and address issues associated with existing park uses, such as the dog off-leash area, farmers’ market and major festivals. Michel presented some possible locations for the new community centre and the group discussed the pros and cons of each site. The Parks Board will be hosting a series of public Open houses to discuss the Trout Lake Master Plan: Saturday February 18, 2006 4) Follow up on Thin Streets (John) The KCC City Plan Committee indicated that they would be interested in the City exploring the possibility of implementing Thin Streets in their Community. John Buckberrough will write a letter on behalf of the committee, have the committee review it, and submit the letter to the City. 5) Workshop Ideas (John) The Committee members stated that they found the recent Community Workshop on Traffic Calming very informative and useful and questioned if additional workshops could be arranged. Some workshop suggestions were:
The Community Policing Centre at Broadway and Commercial reported that they are meeting with businesses in the area to try and increase their awareness and involvement in reducing drug trafficking and crime in the area. They are trying to encourage the businesses to form a BIA. In addition, they are in the process of getting a designated ‘Police Only’ parking spot. The hope is that the sight of a Police car will reduce criminal activity in the area. Finally, there is a ground floor office for the Community Police Centre and Skytrain Police in the process of being built. The Community Police will be in that space twice a week. 6) Knight Street Improvements (Kirsten) As a result of the Clark-Knight Corridor Project $22 million dollars has been allocated for street and public realm improvements along the corridor. The Engineering Department is in the process of developing an implementation schedule which will likely be completed in one month’s time. 7) Projects/allocation of funds for 2006 (John) The committee indicated that advertising for the KCC Annual Community meeting would be done through the KCC Neighbour and proposed that some money be set aside for event advertising in the KCC Neighbour. The Dickens Group requested $500 to cover outreach materials for their annual community meeting, the committee supported this request. In addition, money was requested to cover the printing costs for 500 posters to advertise for the Multicultural Festival however, a committee member volunteered to print the posters free of charge. The committee agreed to allocate approximately $1000 to cover the expenses associated with the KCC Annual Community Meeting (ACM) in April. Mountain View Neighborhood Organization requested $500 to cover the cost of involving the community in redoing the aging homemade banners located along Fraser Street. The committee thought the banners were very effective at promoting community involvement and awareness and supported the request. The Community Policing Centre suggested hosting a Safety Fair at Broadway and Commercial in an effort to involve the community in safety issues and celebrate the multicultural businesses in the area. Chris Taulu will report back to the group with a budget request. MOBY indicated that planting in the community gardens will begin this Spring and in an effort to celebrate the gardens they will be hosting a Block Party. MOBY has secured a Neighbourhood Matching Grant but requested an addition $500 from the CityPlan committee to secure musicians, tents and food for the event. The committee supported the request. 8) KCC Annual Community Meeting (John) The committee decided to host the annual community meeting at the Kensington Community Centre on April 6 provided they could secure both rooms for the event. John Buckerrough agreed to be the host and a fellow committee member agreed to co-host. The committee decided not to translate the agenda into Chinese because they felt that it was not a successful way of encouraging multicultural involvement and would prefer to put the money into a different form of multicultural outreach. 9) KCC Neighbour Consultant/ Submissions The KCC Community newspaper is looking for a consultant to run the KCC Neighbour, the deadline for applications is February 24, 2006 In addition, the newspaper is encouraging community groups and individuals to submit articles that reflect community life in KCC—submission deadline is February 10, 2006. 10) Distribution List (Kirsten) Committee confirmed that they were receiving the e-mail reminders regarding upcoming meetings and felt that a letter reminding people about the meetings was not necessary. A few committee members indicated that the reminder phone call was an effective reminder strategy. 11) The next CityPlan Committee Meeting: The committee decided that they needed another meeting prior to the Annual Community meeting and agreed to meet on March 2, 2006 at the Trout lake Community Centre.
