1. Additions to the Agenda
- John told the group that he will be resigning as the chair of the committee because he would like to pursue different interests. In the fall meeting the committee will decide how to proceed with electing a new chair.
2. Friends of Charles Dickens (Barbara)
- Barbara updated the group on the large gathering the Friends of Dickens had in support of retaining the 1913 portion of Charles Dickens School-over 200 people came out and there were various politicians at the event.
- The subcommittee has put together a proposal and submitted it to the Vancouver School Board outlining how the 1913 portion could be used for an arts centre, childcare and community use. They need money to pay to retain the 1913 portion of the building ($250,000 from the Provincial government).
- The subcommittee would like to see the building mothballed in order to give the project sufficient time to put together a business plan for its use (currently demolition is slated for Summer 2008).
- The subcommittee is very concerned about the lack of community involvement in what happens on school board properties. Schools are important centers of the community and the subcommittee is concerned over the lack of community involvement in what happens on the grounds.
3. Improvements to the front of Dickens School (Kirsten)
- Kirsten indicated that as part of the text amendment for King Edward Village there was some money allocated for street improvements for safety in front of the new Charles Dickens School. The Engineering Department is busy with Olympic commitments and would like to work with the community and figure out the design commencing late 2009.
4. RT-10 /RM-1 Debrief
- The committee decided that Wednesday July 2 from 5:30-8:30pm would be appropriate.
- The structure of the event will be a walking tour visiting examples of the different housing types
- Some of the questions that the committee would like to know are:
- How many new housing unites have been built/ are approved
- What is the rate of change in the neighborhood—was this anticipated?
- Are the buildings looking the way that planners anticipated them to look?
5. EcoDensity letter
- Some committee members are cautious about the impact that EcoDensity may have on their community and are waiting to see what EcoDensity delivers and want to keep an eye on it.
- Many committee members were not happy with the EcoDensity process because it appeared to be top down.
- Some noted that there is already a lot of capacity provided in the Vision and would rather see the City implement their Vision.
- Some committee members expressed an interested in seeing the EcoDensity initiative for lane way housing move forward because they are interested in developing lane-way housing on their property.
6. Gibby’s Field
- Dan reported that he had done a walking tour of Gibby’s Field as part of the Jane’s walks –about 20 people attended (this was the only Jane’s walk to take place in KCC)
- Dan also was able to meet on of the great grandson’s of Moses Gibson (where Gibby’s Field got its name from)
- The Gibby’s Field website has been generate interest which is good and one of the Park Board Commissioners mentioned that they might be able to get Gibby’s Field on to one of their agendas.
7. King Edward Village Library (John)
• tentatively scheduled to open September 2008.
8. Cathy Buckham’s letter
On May 21, 2008 Catherine Buckham, Senior Planner at the City, sent a letter out to all of the Vision Implementation committee’s indicating that they will be a review of the Visions Implementation Program in the fall. The letter indicated that a Pan Visions workshop will be held to review the status of Vision implementation, development new strategies to implement Visions, and review of staff and volunteer time to better implement Vision Directions.
Subsequent to the letter Kirsten has heard rumors that people thought that the Visions Implementation program was being disassembled due to EcoDensity. Kirsten explained that this is not the case, the program will continue to have the same number of planners however there is a need to review how the program operates because of the large number of Vision communities that the program is responsible for. The Visions Implementation team is looking for ways to maximize how the Visions directions get implemented and the Pan Visions will be a way to generate ideas from the community. Visions Implementation is not being replaced by EcoDensity.
In addition, because the Visions Implementation team is in the process of reshaping the program KCC will not be having an Annual Community Meeting this year however if the committee is interested in combing the annual community meeting with an existing event or festival this is possible.
9. Next meeting
September 11, 2008 at the Trout Lake Community Centre.
