Meeting Notes
May 26, 1999, Trout Lake Community Centre

1. Introductions
2. Chair and minutes
Anne Roberts agreed to chair the meeting. Kim Stansfield agreed to
record the minutes. It was agreed that the responsibility for chairing
and recording the meetings would not fall to one or two individuals but
rather the task would be shared among the participants.
3. Meeting goals
It was agreed that the aim of this meeting was to establish priority
issues for the committee to work on. These issues will not necessarily
be the most urgent or the most important issues affecting our community
but rather issues that could be resolved within a six-month time frame.
The idea being that the community needs to see some immediate results.
4. The Committee considered the following issues:
a. Pedestrian activated signals/traffic lights
- the city only has a budget for 5 or 6 lights a year. This fact does
not make this suitable for the six month time frame.
b. Kingsway and Knight Development project
- the Development Permit runs out on June 30, 1999. Susan Anderson will
report with respect to the deadline and C-2 review;
- the on going flea market problem on the site. City Hall should be made
aware of the community's displeasure with respect to the flea market;
- it was decided this issue was an ongoing issue and would take more than
six months.
c. Community Mobilization
- it is important to get information out to the community in a timely
manner;
- explore the possibility of developing a web site;
- there was a general feeling that not many people are "on-line"
in our community;
- the City is building a Website with links to other sites and Susan Anderson
will report back on how to get plugged into the City's website.
d. Commercial/Broadway Station Street Beautification
- currently there is no greenery, no street furniture, and no rest areas.
Who is responsible for these areas - the City, the Parks Department?
- Susan Anderson said the Broadway/Commercial area is in the first wave
of improvement for the area.
e. School Traffic Zones
- Windsor and 22nd were mentioned as areas of general concern;
- the City has been petitioned for years but nothing has been done;
- the City needs to be pushed for a comprehensive traffic calming plan;
- Windsor Street could be developed as a "greenway";
- community building could be done around traffic calming.
f. Community Gardens
- identify "left over" land;
- the City has matching funds for community gardens;
- the Dicken's Annex has a garden that has not been used for years;
- it was noted that community gardens take a lot of work.
g. Garbage Cans
- figure out why there are not enough garbage cans in KCC;
- litter is a major complaint;
- currently, garbage cans do not seem to have logical locations;
- McKinnis Park was mentioned as a problem area. However, it is a transit
park, not a city park.
5. After much discussion, three of the above were selected as areas
that could be tackled and completed within a six month time frame:
a. garbage cans
b. traffic calming on 22nd around Selkirk School and Windsor near Dickens
c. street beautification at B & C
IMPLEMENTATION
Garbage Cans
- We need to build a case for more garbage cans. We need to identify
problem areas and strategic locations. We need to find out where garbage
cans are currently located. Susan Anderson will provide a map of current
garbage can locations. She will also get comments from garbage handlers,
property use inspectors, and neighbourhood services with respect to this
issue;
- People need to be educated. Barb Wright mentioned a play has been written
and performed in schools with respect to garbage. Barb will report back
with information on the Play;
- What would the City's response be to "donated" or "sponsored"
cans? Susan Anderson to report back;
- Could KCC become a "garbage" pilot project? How would this
happen? Susan Anderson to report back.
Windsor and 22nd
- We need to develop a strategy on how to proceed. Uli Rasehorn has already
spoken to the Police and the Schools. The City Engineering Department
needs to be made aware of the problem. Susan Anderson will contact Jim
Hall, the Traffic Calming Coordinator for the City. This issue needs to
be flagged in the Report to Council.
Broadway and Commercial Street Beautification
- Susan Anderson will report on the status of the development at Broadway
and Commercial;
- Susan Anderson will report on the reworking of the Safeway Street Scape.
ROUND TABLE DECISIONS
Terry brought Vancouver Board of Parks & Recreation Block Party Kits
and talked about the expansion of the Kensington Community Centre.
Duane commented on the Victoria and 41st development. Susan Anderson
will report on the status of the development at Victoria and 41st.
Barb mentioned the Cedar Cottage clean up netted 13,220 kilos of garbage.
Susan gave a synopsis of the Famous Food issue of expansion into the
Buns Master store. The Famous Food application could not meet the City's
parking requirements; however, Donna Chang attended at the Board of Variance
and mentioned the KCC Community Vision, the lack of food stores in the
area and the Safeway restrictive covenant. The application by Famous Foods
was approved.
Susan brought several copies of the "Citizens' Handbook". Copies
can be found in libraries and on the Internet.
Donna wondered how to get heads up on the volume of information with
respect to development permits. Susan said she would get a planning update
list with addresses.
Don, as a representative from this area, has been appointed by the Police
Board to monitor the closed circuit monitor program introduced in the
Downtown Eastside.
Greg reported that the Cedar Cottage Coalition met with Premier Glen
Clark with respect to the Broadway SkyTrain Development. The coalition
is fairly optimistic the Province will hang on to the NW corner and take
the community's wishes to heart.
Uli reported that school construction at Selkirk was starting and it
was anticipated that one year from now there would be no portables at
the school. Selkirk is the 2nd largest school in the City.
Diane reported on the sport court development at Trout Lake Community
Centre. If there is no opposition, it should get the green light.
Anne reported that 40 people attended a Friends of Gray's Park meeting
with respect to an application to get on the Capital Plan.
The NEXT MEETING will be held on Wednesday, June 23, 1999 at 7:00
p.m. at the Trout Lake Community Centre.
