Kensington-Cedar Cottage CityPlan Committee

Meeting Notes

October 28, 1999, Trout Lake Community Centre
7 - 9 p.m.

In Attendance: Ken Baker, Donna Chang, Liz Jang, Anne Roberts, Uli Rasehorn, Kim Stansfield, David Walton, Terry Walton, Barb Wright

Also In Attendance: Susan Anderson, Planning Department, Sandy James, Planning Department

Sandy James from Development Services addressed the meeting with respect to traffic and school crossing issues around Lord Selkirk Elementary School and Charles Dickens Elementary School.

1. Lord Selkirk Elementary School - 1750 East 22nd Avenue, Vancouver, BC

  • Sandy James met with John Richardson, the Principal of Lord Selkirk, and Uli Rasehorn on September 17, 1999 with respect to concerns regarding traffic safety and safety of children at 22nd Avenue and Commercial Street.
  • Items able to act on:
    - Increased police traffic enforcement with VPD motorcycle patrol;
    - The cutting down of the tree that was obstructing the sign.

Proposed Changes to Improve Safety

  • After reviewing the safety concerns regarding 22nd Avenue and Commercial Street with the Engineering Department and with the school, Engineering has agreed to proceed with the placement of corner bulges on the northwest and northeast side of Commercial Street at 22nd Avenue. As well, a bulge will be placed on the south school side of this intersection to narrow 22nd Avenue.
    Engineering is also proposing that the current crosswalk across 22nd Avenue at Commercial Street be replaced with a raised crosswalk similar to that installed at 24th Avenue and Laurel Street.
  • A letter has been delivered to 150 area residents in the immediate area of the proposed improvements. Residents have been asked to respond by November 30 indicating what they think about the placement of bulges and a raised crosswalk at this location.
  • Ken Baker and Barb Wright agreed to write a letter of support from SECONA. The Safety Office will also send a letter in support. It was also noted that the bulges and raised crosswalk meet the turning movement requirements of large fire vehicles.
  • If the response is positive, the proposed bulges and raised crosswalk will be reported to Council for approval. It is hoped that the bulges and crosswalk could then be installed during the Spring/Summer of 2000.
  • There was a general discussion with respect to making better use of Brewer's Park and better access to Brewer's Park. Is the community interested in revitalization of the Park? It was also noted that the placement of the raised crosswalk across 22nd Avenue could provide opportunities for a millennium or art project .

2. Charles Dickens Elementary School - 3351 Glen Drive, Vancouver, BC

  • Sandy James reported on how things were proceeding at Charles Dickens Elementary School.
  • On Thursday October 14, 1999 she met with Corinne Clark, the Principal of Charles Dickens Elementary School, and members of the Parent Safety Committee, Stan Neumann and Liz Zunti. They had created a list of items they would like addressed regarding traffic and safety around the school. They do not have access to information with respect to the school catchment area or exactly where children are crossing the streets. The question was asked, "Are parent committees trying to reduce parent driving?"
  • Traffic calming may not necessarily be the best solution for this area. The best solution must be found.
  • Items able to act on:
    - Speed bumps on Windsor Street to slow traffic. Analysis has been done. This location is ranked 48. Speed bump programs to be reported to Council in November with follow up in February for funding. Could have speed bumps within 2-3 years on Windsor Street.
    - Stop lines need to be repainted. Permission has been granted to talk directly to the line painters at the City Yards. This will be done in the spring.
    - Increased traffic enforcement around the School. Have contacted Sergeant Andy Hobbs and copied Corinne Clark, Principal. Enforcement will be increased through motorcycle patrol. They will be contacting the Principal directly.
    - School bus zones. These have not ever been used in the City.
    . Peter Stary asked for more information about the number of buses and times that thebuses arrive. There are no bus zones currently for any schools, however, this could be the trial site for a bus zone to examine how it works. Follow up and clarification needed with Principal and parent group. Constable Hilsen is implementing a school safety program with the parents.
    - There is a lack of translation at parent meetings, together with a lack of translated materials to be sent home. Susan Anderson has agreed that some funds could be found to provide translation at meetings and translation of materials relating to the School Safety Program around the School. This news was greeted with great delight by the parents who indicated that funding has been a major stumbling block in getting parents on board with school safety.
    - *Note - the new signage installed last summer still has not been adequately explained to parents in the School's newsletter.
    - *Update - could do with translation into Punjabi. A parent voluntarily translated into Chinese.

3. Web Page

  • In the September 23, 1999, Minutes it was reported that Masa Alkire, a UBC Planning student, would be setting up the web page. Susan Anderson reported that Masa Alkire has quit the program. She spoke to Stan Neumann , who designed and keeps up the Charles Dickens Elementary School Web page about maintaining the Kensington Cedar Cottage web page. As a way of recognizing his involvement, he could put his name at the bottom of the page. The new web page will be launched on November 9, 1999.
    Barb Wright and Kim Stansfield will meet with Stan to discuss the web page.

4. Knight Street

  • A general discussion about Knight Street ensued. The Committee felt that if this community had to accept a monster like Knight Street in the neighbourhood then the community should be adequately compensated.
  • Anne Roberts spoke about the recent sub-committee meeting with Mayor Owen, Councilor Clark, et al concerning the development of the Knight and Kingsway site and the lack of progress in that area.
  • On November 15, 1999 Anne is meeting with Harold Kalke, the developer of the site.

5. Communications

  • A communications committee was struck. Barb Wright, Uli Rasehorn, Liz Jang would determine ways of reporting back to the community about the progress being made. One suggestion was to find out if the Echo would donate space for committee updates.

6. General

  • At the next meeting, the steering committee members are to come up with a couple of new short-term projects to work on. Knight Street is a long-term goal.

7. NEXT MEETING
The next meeting will be on Thursday, December 2, 1999 at 7:00 PM at Trout Lake Community Centre, 3350 Victoria Drive.
