Meeting Notes
September 23, 1999, Trout Lake Community Centre
7 - 9 p.m.
In Attendance: Ken Baker, Gregg Brown, Duane Campbell, Donna

Also In Attendance: Susan Anderson, Planning Department
A) Susan Anderson gave a City Hall Status Report on the following:
1. New Vision Implementation Planner
Michael White has been hired as the Visions Implementation Planner.
He will assume his duties upon returning from vacation next week. Michael
will attend the next Steering Committee meeting.
2. Arterial Engineer Position is posted. Hope to fill in the
next month. Will attend meeting as soon as hired. Knight Street is priority
one.
3. Kingsway and Knight
Development Permit has been refused because developer did not meet conditions
by deadline. Site is for sale for $9.5 million dollars.
4. Famous Foods Development Application
Applicant has requested extension on development application to resolve
some additional issues.
5. Traffic Issues around Selkirk School
Sandy James, Planner, has been assigned to work part-time on Vision implementation
with Michael White. Last week Sandy met with Uli and school principal
to review traffic safety issues around the school. Some small modifications
concerning traffic signs have been addressed. Additional speed limit enforcement
action has been requested of VPD Traffic Division. Full report on proposed
traffic calming measures for 22nd Ave will be provided at next meeting.
Dickens School traffic issues will be dealt with next.
6. Garbage Issues
When Sandy has finished with the traffic calming issues above, she will
look into possible options for dealing with garbage issues (in consultation
with NIST and this committee).
7. Community Pages Pilot Project
KCC and Dunbar are again pilot communities for a new City initiative,
the Community Pages project. This project responds to those directions
in the two Visions and the Public Involvement Review calling for more
community involvement in decisions affecting their neighbourhoods. The
web site will provide people with:
- current information on City services (library, community centres, fire
halls) and initiatives in the community including development applications
under review, traffic calming, policy reviews. - ability to request various
City services, apply for some permits, register complaints or enquires
- access to a community calendar where they can post events or meetings
- links to community organizations with web sites - community maps

Susan has a volunteer (masa) to develop our Web Page.
The library has offered to host the KCC community pages public launch
at the Kensington Library on an evening when they are normally closed.
There will a demo of the site and hands-on workshop. VPL suggests Tues
or Wed Nov 2 or 3. KCC Steering Committee invited as special guest/co-hosts.
8. Truck Route Report going to Council recommending that truck route
from Clark to Slocan along Grandview Highway north and Commercial between
Broadway and Grandview Highway north be deleted. Next step: Council recommends
to TransLink. Various members were concerned that this would not solve the
problem, Susan said the City would observe and see if the problem was resolved.
9. Broadway and Commercial Station Design
Public Open House - Wed Oct 27 at the IWA Hall.
Duane Campbell voiced his concern about the increased volume of
traffic around the new London Drug at Victoria & 41st
Uli Rasehorn Commented that he is seeing concrete results from
Sandy James efforts on the traffic issues around Selkirk School
Gregg Brown the coalition is focusing their efforts on the Broadway/Commercial
Skytrain Station.
Terry Walton Kensington Community Centre is moving forward with
their 5,000sq/ft expansion that includes 3 new multipurpose rooms.
Donna Chang reported that the Neighbourhood Priority Week went
well (issues included: what it was like to be a parent, etc in the community;
what did they want, multiculturalism). There is money available for millennium
projects and they are looking for pilots sites (this could include residents
in a block)
Barb Wright reported that the Alcohol and Drug problems have
tripled in the last few months. They are meeting with people to initiate
taking back the neighbourhood.
B) What is the role of the KCC Steering Committee?
The following are the key points we agreed on:
1. To communicate - with this committee, the City and community groups
2. To monitor, advise and coordinate/direct resources (i.e. city staff)
with regards to City Plan in KCC.
3. To establish goals (long, medium & short term) and prioritize issues.
(input on the priorities will come from the City Plan results and this committee)
C) What is Susan Anderson's Role?
1. To give us realistic deadlines
2. To keep us aware of how we are using resources
3. To coordinate specialists/experts from the city to speak with us.
4. To keep us informed of pertinent issue that may effect our community
(i.e. development permits, traffic changes, etc.)
D) Sub Committees
It was agreed that sub committees would be formed, as required, to tackle
specific issues (i.e. the old Safeway Site at Knight and Kingsway). These
sub committees would report back to the Steering Committee.
E) How do we communicate with the community?
Web Site Donna, Barb and Anne agreed to work with the city and
the volunteer (masa) to move this forward.
Update We need to get one out as soon as possible
Meeting We should organize an annual meeting to report on the Steering
Committees progress to the community (everyone is welcome to attend, especially
the original group)
F) Knight and Kingsway Site
Anne Roberts has been talking with some developers and city council members
(i.e. Harold Kalke, Van City Enterprises & Gordon Price) to stimulate
some interest in developing this property. Susan reported that the City
is not interested in this site at the moment and for this to change there
would need to be some initiative from above. The committee agreed that
this site provides us with a wonderful opportunity, developed properly
it could become the heart of the revitalized Kensington-Cedar Cottage
Neighbourhood. It was agreed that a sub committee needs to be set up.
