Renfrew-Collingwood CityPlan Committee Meeting
Thursday, September 16, 2004
Renfrew Community Centre
7:00 - 9:00 p.m.

Attendees: May Chiu, Alex Yuen, Shannon Campbell; Carmen Rosen; Susan Zaric, Paul Reid, Heather Weber, Ingrid Tymm, Wesley Joe (CityPlans)

1) August meeting notes:

There were no changes for the August meeting notes that were sent out.

2) Updates from Groups and Subcommittees

Environment

•  Paul reported out and passed out the Environmental committee report. 

Moon Festival

  • Carmen gave a short update as to what is happening regarding the festival. Volunteer positions are still available. She passed out some small handbills/postcards promoting the Moon festival.

Green Streets

  • Wesley reported on behalf of Julie Cheng, the chair of the Green Streets committee that they haven't met since the last general meeting. She sends her regrets to this meeting unless there is a special guest speaker or agenda item that will address Green Streets or transportation needs.
  • Wesley suggested that a field trip could be planned to look at projects in other communities such as KCC's Windsor Way Blooming Boulevard or Sunset's Waterwise Boulevard on Prince Edward Street.
  • Wesley noted that Park Board usually plant trees from Oct to next spring. Tree requests were passed on to Park Board.

Action: Wesley will provide update to tree planting in the neighbourhood.

Transportation

  • Wesley reported that Rob Allen, chair of the Transportation sub-committee sent him an e-mail noting the committee's traffic concerns with: speeding on Rupert and Joyce Street and that they are truck routes; the whole Vanness corridor; crossing at Nootka & 25 th , Rupert & Euclid and Vanness & Rupert. They would like the place more walkable, bikable and transit-viable. They would also like to meet with City reps regarding engineering, speeding and parking /enforcement, truck routes and zoning staff.
  • Wesley also mentioned to the group about a traffic committee in VFK that is painting their own 'traffic' signs and the work that has happened in the Hastings-Sunrise area in trying to slow traffic on Dundas Street.

Still Creek

  • Shannon Campbell, chair of this local group would like to link up with the R-C CityPlan committee to share information and resources. She gave some background information about the activities of the group. She informed the group that there is a public art event happening called Stream of Dreams on Friday September 24th at the NE corner of the Canadian Superstore site. She would like to organize a series of community teas to inform the residents about Still Creek and have some material translated. She would like the R-C CityPlan committee to help fund the event. The members asked her to come to the next meeting with a budget for the event.

Action: Shannon to report back to the R-C CityPlan committee the budget for the Afternoon Community tea and translation of the material. She will also seek additional funding from other sources.

Youth

  • Youth at Windermere's Off Ramp group are involved with promoting alternative modes of transportation. Their goal is too make bikes 'cool', so they designed and built a 4 seat bike as well a converted some to chopper style. They are showing the bikes off at the Vancouver Art Gallery tonight, at Windermere on September 22nd for non-idling days, and at the Moon festival on September 25th for the Velomutations ceremony.

3) Committee structure

Wesley reported on how other committees are structured in other Visioned areas. For R-C CityPlan committee, the sub-committees are:

  • Traffic & Transportation;
  • Green Streets;
  • Environment;
  • Crime Prevention; and
  • Recreational Services.

The committee also links with the following local groups; Moon Festival, Collingwood Days, and now Still Creek. By being a part of the main committee, groups and sub-committees are able to network, communicate and share resources. Wesley met with 3 key community leaders; Paula Carr- Collingwood Neighbourhood House, Nancy Reynolds-Renfrew Community Centre, and Chris Taulu-Community Police Centre. The focus of the meeting was to find out more about other existing resources, groups so there would be no duplication of services. The R-C CityPlan committee members agree with the suggestion by the community leaders that a list of existing groups would be a good idea and to get such a list from them.

Action: Wesley to get list and distribute it to all the sub-committees and groups.

3) Translation Services

There were no community volunteers to provide translation service to the committee. The committee agree that translation services be available for the next few meetings in keeping with the committee's inclusiveness principle. Wesley suggested that the next letter to the committee be translated with a request for a call back if the service is required.

Action: Wesley to have the next CityPlan meeting letter translated and to include a note to call if the service is requested.

4) Child Care

The committee also supported providing child care in order to increases resident's participation. The request for child care would also be included in the letter noting that a call back is required for the service.

Action: Wesley to include a note about requesting for child care in the next letter.

5) Guest speakers

The committee supported the idea of including guest speakers to future meetings. The meetings should be open to all members, residents to attend.

6) Next meeting date and place

The meeting room in the library is not available on Thursdays. The R-C CityPlan committee will meet every third Thursday.
