Wednesday, September 15, 2010
Riley Park Community Centre

In attendance: Yvonne, Harvey, Stan, Shamir, Don Davies, MP, Ronnie, Varouj, Lisa S., Dorothy, Blake, Ned, Allan

1. Additions to Agenda: Arrange for another tour of the Olympic Village

2. Sub- Committee Reports:

A. Housing -- Brief summary of the Arbutus Walk on Sept. 9th and the LMH Advisory Group on Sept. 13th. The latter noted the latest drawings from Holborn and the positive way the site will be developed using the existing trees as a focal point. Mention of the use of the water to enhance the setting and Dutch locations were the model. The question of density was not answered and we will have to wait until October to see those plans. There will be an economic analysis for the site as well and if the community rejects the ideas then the project will have to be reconsidered. Only time will tell!! Again the question of "affordability" was discussed.

Discussion followed and Stan noted that Freiberg, Germany had a very green development and would circulate the details. Varouj would do the same for a Dutch community.

The RPSC letter to Mayor and Council, re: LMH, was mentioned and to date, no q reply has been received. The letter was again sent in June, 2010.

Amenities were discussed in light of the LMH site. that is, amenities for the RPSC community. It was noted that the developer, i.e. Holborn, may put up $$$ in a trust fund for maintenance if the old Riley Park CC was kept. The future of the LMNH was mentioned from a Sept. 8th mtng. and probable location would be near 37th and Main. There is to be some community "outreach" to see if there is sufficient interest in retaining the CC, or part of it, since the new bldg. at Hillcrest will not have sufficient space to meet the demands expected. Also mentioned that if the developer of the LMH site put in $$$ for the old CC then may seek more housing on the site. Also noted that the Park Bd. must be involved in future discussion of the LMH site.

B. Arts/Culture - no report but Varouj mentioned the Drift will be starting on Oct. 3rd.

C. Greening/Gardening - an update noted that there are a few new community garden plots at the City View Baptist Church and will be allocted at there next meeting.

D. Neighbourhood Centres - There was a brief discussion on the letter received from the NSV regarding the merchants on Commercial Dr. and the concern with chain stores moving in. We discussed how a BIA for Main St., south of 16th, would enhance the RPSC. It was felt that appropriate re-development in neighbourhood centres would be best with no chain shops. The discussion covered the types of shops desired, the gentrification of the business areas and the need for a municipal policy. (Harvey has such a reference book.) Reference also made to Jane Jacob's work and the importance of preserving the older buildings along the street. The consensus was that Main St. should be kept for niche businesses but how is this to be done? Mention also made of the potential business site(s) at the LMH site. It was suggested that we place this question on our website. At this point, Don Davies, MP Van. Kingsway, requested to speak about the LMH site and his discussion with Jim Green, Holborn's community rep. We asked ourselves the following: How do we convince Holborn to buy into our objectives? They make $$$ but we get ????

E. Website - no report but noted that the Vancity, Oakridge Branch sponsorship concludes in Dec. and we must seek a renewal as well as other sponsors.

F. Traffic/Transportation - no report but would try to get a mtng. in the next 2 to 3 weeks.

3. Car Free Day and Riley Day - agreed both successful and want to participate next year.

4. Request to support the Winter Farmers Market was agreed to and a letter will be sent.

5. Cambie Corridor - mention of the "walkabout" for the41st and 49th stations. brief mention of the RCMP site and its future because of the construction taking place in Surrey.

6. Announcement - a conversation with Brent Toderian will be tomorrow from 6:45 to 9 at the Museum on Chestnut St.- sponsored by Heritage Van. and a $5 admission for non-members.
