Minutes from February 1, 2001 Meeting

MINUTES OF A MEETING OF THE KCC CITY PLAN COMMITTEE
HELD ON THURSDAY FEBRUARY 1, 2001
At the Trout Lake Community Centre

IN ATTENDANCE: Stan Jang, Don Genoversa, Barb Wright, Tim Everett, Dennis St. Aubin, June St. Lawrence, Tom Little, Sharole Taylor, Ken Baker, Heather Imrie, Ray Owens, Margaret Owens, Kim Stansfield, and Anne Roberts (Chair)

1.  MEETING GUIDELINES

A draft copy of Meeting Guidelines was discussed.

MOTION (Wright/Stansfield) THAT THE GUIDELINES BE ADOPTED.

2.  KNIGHT STREET

The 1997 Transportation Plan recommended a review of Knight Street be undertaken. To date no analysis has been done. The Strategic Transportation Branch is to undertake this review. The are two objectives surrounding Knight Street review. First, the route analysis and secondly, KCC visioning transportation ideas. The priority right now is the route analysis. What are the objectives of the Engineering Department with respect to the route analysis? What data is needed to quantify the problems? What is the time frame for the route analysis? What will be the impact on other neighbourhoods when and if changes are made?

Cathy Buckham will give a copy of the Transportation Workshop transcripts to Dale Bracewell. 

A lively discussion on various issues plaguing Knight Street followed:

      ISSUES SURROUNDING KNIGHT STREET

  • Knight Street is the main north-south truck corridor;
  • Trucks legitimize the use of Knight Street as a freeway;
  • Knight Street is a direct route to the Port;
  • The volume of trucks using Knight Street;
  • The lack of enforcement of infractions;
  • No City Department is responsible for looking after trucks;
  • Pollution levels (both sound and air);
  • Large number of accidents;
  • Poor signage;
  • Proximity of houses;
  • No beautification;
  • Lack of parking on Knight Street;
  • Speed of travel;
  • Pedestrian safety
  • Proximity of schools;
  • The fact a "freeway" runs though the neighbourhood centre;
  • Victoria Drive is also labeled as a designated truck route; and  
  • Short cutting.

      This list is in no way complete.

KCC OBJECTIVES

How does KCC effect citizen continued involvement in this process? How do we set up a citizens committee?

Ken Baker will chair a subcommittee to investigate ways to set up a citizen's committee of interested groups. Barb Wright and Ken Baker will compose a letter to be sent out to people who attended the 2000 AGM, residents along Knight Street, cycling groups, pedestrian groups, land use groups.

Cathy Buckham will help with the public process.

3. COMMUNITY FACILITATOR

It was agreed that the Committee needs a community facilitator. We need someone to help organize and coordinate. Given we are involved with Knight Street, C2 Zoning, Broadway and Commercial, Neighbourhood planning (the list goes on) it is impossible for our group of committed volunteers to do all the outreach work required. Cathy Buckham will speak to Susan Anderson about this matter.

4. CHINESE BAPTIST CHURCH

Heather Imrie provided an update on the development proposal and updated plans. The Church wants an Open House and Information Session on February 8, 2001. We feel this date is too close and does not give us reasonable time to invite interested parties. The Church will be contacted with respect to a new Open House date.

Current zoning for the property is limited to 4 stories. Why can't the City take the initiative and change the zoning to reflect higher densities to ensure that seniors housing and a library could be developed at the rear of the Church property?

Pedestrian crossing will definitely be an issue.

5. AGM

The KCC Annual General Meeting will be held on Thursday April 26, 2001, at Trout Lake Community Centre.

Last year a "keeper card" was sent to 14,000 households outlining the accomplishments of the Committee. Was this an effective way of informing the neighbourhood or should we look at alternatives (an ad in the courier, the Chinese press)?

6. COMMUNITY UPDATES

A letter forwarded to the Pattison Group had not been responded to at the time of this meeting.

7. NEXT MEETING

The next meeting will be held on Thursday March 1, 2001 at Trout Lake Community Centre.
