1. City Council Meeting
On February 7th, City Council received an update from City staff and residents on the status of Community Vision implementation in Kensington Cedar Cottage and Dunbar. Anne Roberts and Tom Little attended the meeting and presented on behalf of the KCC CityPlan Committee.
Anne reported that staff's "rosy picture" of City Plan progress in KCC was well received by Council. She noted that her presentation emphasized the positive outcomes of the Vision process. Anne described the discussion between Councillor Sandy McCormick and herself regarding the Wal Mart rezoning proposal and the rights of KCC residents to voice their concerns about a Marine Drive location. Council also heard the Committee's concerns regarding new Vision communities (Sunset and Victoria-Fraserview/Killarney) coming onstream and how that could affect already thin resources.
Tom said that it was really important that we had a strong and positive presence at this Council meeting. His presentation emphasized neighbourhood concerns and commitment. Council also heard the Committee's requests for more resources (financial and staff), dedicated to CityPlan implementation and for more supoort on Knight Street.
2. Kingcrest Site
Cathy gave the Committee a brief introduction to Comprehensive (CD-1) zoning. She reminded people about the Public Hearing on February 19th to deal with the City's rezoning proposal for 1402-1420 Kingsway & 4050 Knight Street. She noted that the reason the Director of City Plans made an application for a rezoning from C-2 to CD-1 is that the current C-2 District Schedule would allow various types of development that are incompatible with the KCC Vision.
Gerry Longson spoke in favour of the City proposal as it may make the site more developable in the future.
Margaret Marquardt said that some of her neighbours are confused about the rezoning proposal. She suggested that the Committee prepare a handout summarizing the rezoning proposal. The Committee decided not to prepare any material.
Gerry suggested that future development on the Kingcrest site should include sustainability principles.
Anne concluded discussion by saying that finally there is a significant step forward in dealing with Kingcrest.
3. Upcoming Annual General Meeting
A location for the upcoming AGM was discussed. Members suggested that since the 2001 AGM was held at Kensington Community Centre, perhaps the 2002 AGM should be held at Trout Lake Community Centre. Harry said he would look into availability of a large meeting space at Trout Lake.
Anne, Margaret, Uli and Cathy will meet to prepare the annual brochure to go to KCC residents prior to the AGM.
4. Round-up from all those present:
Barb - The CPO is having trouble with funding. It's likely that Provincial funds will not be available next year. Lobbying efforts from the community will be necessary. Commercial Drive improvements are happening. There is a new informal merchants association in the Broadway Station area. Positive things are happening. Plans are underway for a new location for the CPO.
Sharole - A "country lane" pilot project is underway for 700 block East 27/28th Avenue. Residents from MountainView are working on installing 3 more community bulletin boards.
Tom - Keep Vancouver Spectacular community clean-up is happening soon (May).
Gerry - There's a new playground in Glen Park. Precious trees were lost in the wind storm. The fallen trees (White Oak), were sold by the Park Board. He suggested the money should have been reinvested in the park. Paul Calderhead said the money went to a charity fund.
Elizabeth - Her group submitted a park improvement proposal for Kingcrest Park ($242,000).
Uli - The public art proposal at Selkirk School was unsuccessful due to School Board concerns about liability.
Ann - The City has hired a consultant to study potential impacts of a Wal Mart on local businesses. Findings from the study and public input will be considered by City Council in the Spring. Gerry expresssed concerns about alienating Sunset residents as KCC residents protest Wal Mart.
The next Building Better Neighbourhoods meeting is on February 21st, 7:30 pm at Kensington Community Centre for those interested.
