Kensington-Cedar Cottage Community Wide Meeting
Thursday, October 2, 2003
7:00 - 9:00 p.m.
Trout Lake Community Centre

•  Clark/Knight Study - Melina Scholefield
•  The Advisory Group (made up of local citizens) met three times to discuss key issues (traffic safety, traffic flow, noise, pedestrians).
•  Staff are busy doing technical work - developing options and working on feasibility.
•  Staff are also working with ICBC on safe driving.
• There have been lots of discussions about left turn bays - pros/cons - options for intersections - banning left turns, leaving intersections as is, adding bays.
• Staff have also had discussion about pedestrian safety with the schools along Clark/Knight.
•Staff compiled a catalogue of 86 issues and are working on them.
• The Advisory Committee will meet with staff in late November/early December for more discussions.

•  Welwyn Site - Rob Whitlock, Rob McCarthy
  In 1996 the City of Vancouver purchased the Welwyn site with the intention of exploring new housing options - specifically fee simple rowhouse.
• In 1997 the City partnered with VanCity Enterprises to explore options.
•  In 2001 the partners determined that 'fee simple' would not work on the Welwyn site. They determined that the price of the proposed units would be greater than or equal to the price of single-family housing in the adjacent neighbourhood.
• The partnership ended in 2001.
•  In 2003 Mosaic Homes approached the City with an offer to purchase the site if they could successfully complete a rezoning process. The City agreed.
• Mosaic Homes intends to file an application to rezone the site from single-family to 50-60 units of rowhouse (strata title)/stacked townhouse.
•Mosaic is also interested in the adjacent site owned by Telus. Their preference is to develop both properties at the same time.
• Mosaic developed rowhouse/stacked townhouse projects at West 15 th & Laurel and West 8 th & Arbutus.

•  Reallocation of $208,000 to a Community Amenity at Broadway and Commercial
•  Cathy noted that at the September 11 meeting when this item was first discussed the committee asked staff to go away and develop criteria for this funding.
• Cathy presented the committee with draft criteria (including the 'location of a community amenity', type of amenity and eligibility).
• Tim asked why the criteria did not include a neighbourhood safety office. Others suggested that the criteria appeared to exclude a safety office - on purpose.
• Barb noted that the community has been surveyed on two separate occasions with the same result - their preference is for a permanent neighbourhood safety office.
• The committee agreed that the community should be surveyed/consulted once again because the situation has changed (new direction/motion from City Council). They noted that the people who live/work in the Broadway & Commercial area should be informed about the current situation and the Council motion to have a collaborative process to determine the use of the funds.
• The committee asked that this item not be discussed again by the KCC CityPlan Committee.
• The committee suggested having a community meeting in the Broadway & Commercial area in early November. They suggested hiring a professional facilitator.

• Windsor Way Public Art
•  Staff had a technical review with City engineers in late September and Karen, the artist, fine-tuned the design. A sample banner was installed in late September/early October to test the length of time it takes to install the art and to see what it looks like mounted. Final installation will take place soon.

•  Art in the Community
•  The City of Vancouver 's Office of Cultural Affairs and the Park Board are co-hosting two information sessions about community art programs. Information sessions will be held on Thursday, September 25 and Wednesday, October 15, 6:00 - 7:00 pm at the Roundhouse Community Centre in Yaletown.

• Pan Vision Meeting - November 26
•  CityPlan Committees from KCC, Victoria-Fraserview/Killarney, Renfrew-Collingwood and Hastings-Sunrise are meeting together on Wednesday, November 26. A venue and agenda have yet to be determined.
•  Cathy asked for 1-2 volunteers from the committee to meet with representatives from the other CityPlan Committees on Thursday, October 16 at the South Van CPC to plan the event on November 26. John Buckberrough and Elliot Neck volunteered.

•  Park Board Operating Agreement
•  Cathy encouraged committee members to read the discussion paper on the Park Board Operating Agreement, especially the section on Roles & Responsibilities (with the community). She noted that the public process is underway through the autumn and there will be more opportunities for discussion after people have had time to read the paper.
