Kensington-Cedar Cottage CityPlan Committee Meeting

1. Additions to the Agenda (John Buckberrough)

2. Future Neighbourhood Centre Planning (Michael White)

Michael explained that the Neighborhood Centers program works with the community to review the types of housing and public realm improvements that could be done in a local shopping district. The first Neighborhood Centre was Kingsway and Knight (KCC) and now the team is working on Norquay Village.

Michael presented the criteria that the Planning Department used to analyze the 19 Neighborhood Centers throughout the City and determine the order that each Center will receive the Neighborhood Centers Planning program. He indicated that Hastings Sunrise will be next and that Victoria Drive in VFK will follow. Residents indicated that they would like to see the neighbourhood centres program in Mountain View (Fraser between 16-27th ) sooner. Michael encouraged residents to call him to discuss reasons why Mountain View should be considered sooner and next steps. A report will go to Council in the New Year.

3. Eco-Density (Michael White)

In addition, Michael indicated that the Planning Department is in the process of scoping out a program for EcoDensity and the terms of reference will be presented to Council in November. EcoDensity will build on Visions directions. He suggested that EcoDensity may be an avenue to address housing needs in the Mountain View area and encouraged residents to remain involved in the process. It is anticipated that there will be a series of ideas fairs from January-July 2007.

Residents indicated that EcoDensity can only work if the density comes with additional amenities and the City can deliver products/amenities quickly.

4. Gibby’s Field (Dan Fass)

Dan presented the background material which highlights the unique characteristics of Gibby’s Field. Dan asked the CityPlan Committee if they would be interested in forming a sub-committee to work with neighbours and the community to create a Vision for Gibby’s Field. In addition, he would like that sub-committee to contact Park Board to see if they would acquire the property as park land. The CityPlan Committee was very interested and suggested setting up a meeting in January.

5. Up-date on King Edward Village (Kirsten Baillie)

The developer submitted a rezoning application to add an additional storey to one of the residential towers (see meeting notes dated June 22, 2006 for more details). The application is being processed by the City and the City is negotiating some community amenities.

6. Kingsway and Knight — Street Improvements

Underway.

7.Getting Your Point Across” training with Margaret Hope, Thursday, November 9

This session was cancelled and hopefully will be rescheduled for the Spring.

8. Pan Visions Jim Diers, Sunday, November 26 (Renfrew Community Centre 1-3:30)

An event to bring all the the Visioned communities together to learn more about building neighbourhood power. Hosted by the Renfrew Collingwood and Sunset CityPlan Committees.

9.  Living in Community “Neighbourhood Dialogue” sessions to discuss coordinated approaches to issues associated with sex work.

10. Updates on other Community Activities

  1. Dickens Group — hosting their annual community meeting November 10
  2. KCC Neighbourindicated that they are not fully self sufficient yet but they are getting there and they are reviewing different distribution models.
  3. VanCity when you open a new account they will contribute $5 to your local Neighbourhood House to help it meet the needs of the community.
  4. Mountain View — preparing banners which they hope to have mounted on the street poles in February/March 2007
